Data Collection Purpose
To identify nonprofit private schools that will participate in Elementary and Secondary Education Act (ESEA) Title I Part A services.
Note: this data collection will not display if the local educational agency (LEA) did not apply for Title I Part A funding.
The ESEA, Title I, Part A, Section 1120 requires LEAs to provide supplemental educational services to eligible students attending nonprofit private schools. These equitable services must be comparable to the services provided for students in public schools. The specific requirements are stated in the Legal Assurances.

The LEAs must maintain and provide to the CDE upon request, a written affirmation signed by the officials of the participating private schools that the consultation required by ESEA Title I, Part A, Section 1120 (b) has occurred.It is expected that districts engaged in private school consultation verify nonprofit status and the accuracy of student enrollment data if it is being used for the purpose of providing equitable services. If a discrepancy is found, the district should notify the CDE by sending an e-mail to firstname.lastname@example.org.

School Name and School Code: These are displayed using source data from the California School Directory Web page. Use the Private School Database for a final search to identify any additional eligible private schools that filed after May 2013. Click on the “Add a School” button on the Consolidated Application and Reporting System (CARS) data entry form to add any such schools. If the school is not available through the “Add a School” feature, contact Laura Nelson, Associate Governmental Programs Analyst, regarding adding them. Access to the Affidavits filed annually by California private schools requires a county password. To get your county’s (or a contiguous county’s) password, send an email to firstname.lastname@example.org; or contact Laura Nelson, email@example.com.Enrollment: These are displayed using source data from the California School Directory Web page. The enrollment numbers are reported under penalty of perjury by each private school on its annual Private School Affidavit. The information filed in the Private School Affidavit is not verified, and the CDE takes no position as to its accuracy.
Note: If the LEA does not have any nonprofit private schools in its attendance area and attempts to download the schools template before adding any schools, the template will be blank. The solution is to add a school before clicking on the “Download Schools Template”.
|If none of the private schools on this page are participating, the LEA must indicate so in this column by selecting an option for each school. Click the Yes or No option in the Participating field to indicate whether the school chose to participate.||For the schools corresponding to this column, the district must have documentation on file to verify that the district consulted with the officials of private schools but the private schools declined services offered by the district. If you contacted schools located outside of your district’s boundary but those schools declined to participate in the Title I program, you do not need to add those nonparticipating schools.|

|If students from your district’s Title I attendance area are attending private schools located outside of your district’s boundaries and the private school is participating in the Title I program, the LEA must add the private school to this data collection.
The LEA must enter the Low Income Student Count in the Low Income Student Count column.
|When the LEA has consulted with the private schools located outside the district’s boundaries but the private school chooses not to participate, the LEA cannot add the private school.
If the private schools located within the district are not participating, low income count will not display. If participating this is a required field.

|If the district has entered into an inter-district agreement with a neighboring district or contracted with a third party to provide Title I, Part A services, click the Contract Services box.||In the case of services by a neighboring district, your district must establish an inter-district agreement with the other district that includes funding for those services. If the other district enters into such an agreement with your district, your district must pay the other district the amount generated by the low income students who live within the boundaries of your Title I public school attendance areas but attend the private school located within the boundaries of the other district.|
