Instructions: 2012-13 Title I Parental Involvement

Consolidated Application, Spring Release program instructions for the 2012-13 Title I, Part A, Parental Involvement.
Data Collection Purpose

The purpose of this data collection is to meet federal requirements specified in ESEA, Title I, Part A, Section 1118(h) to review the Local Educational Agency (LEA) parental involvement policies and practices to determine if the policies and practices meet the requirements of Section 1118.

This data collection will display for all LEAs that received a Title I, Part A entitlement.
Guidance

ESEA Section 1118(2)(a): LEA

  1. Written Policy - Each local educational agency that receives funds under this part shall develop jointly with, agree on with, and distribute to, parents of participating children a written parent involvement policy. The policy shall be incorporated into the local educational agency's plan developed under Section 1112, establish the agency's expectations for parent involvement, and describe how the agency will:
    1. involve parents in the joint development of the plan under Section 1112, and the process of school review and improvement under Section 1116;
    2. provide the coordination, technical assistance, and other support necessary to assist participating schools in planning and implementing effective parent involvement activities to improve student academic achievement and school performance;
    3. build the schools' and parents' capacity for strong parental involvement as described in subsection (e);
    4. coordinate and integrate parental involvement strategies under this part with parental involvement strategies under other programs, such as the Head Start program, Reading First program, Early Reading First program, Even Start program, Parents as Teachers program, and Home Instruction Program for Preschool Youngsters, and State-run preschool programs;
    5. conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of the parental involvement policy in improving the academic quality of the schools served under this part, including identifying barriers to greater participation by parents in activities authorized by this section (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background), and use the findings of such evaluation to design strategies for more effective parental involvement, and to revise, if necessary, the parental involvement policies described in this section; and
    6. involve parents in the activities of the schools served under this part.

1 Select the appropriate box to indicate whether or not the LEA has a Written Parental Involvement Policy. The LEA must select yes or no.

Error Message: LEA Policy Compliance is a required field.

Resolution: ESEA, Title I, Part A, Section 1118(a)(2) requires each LEA receiving Title I, Part A funds to have a written parental involvement policy. The LEA is required to indicate whether or not a parental involvement policy exists.

2 Provide a Comment if there is no Parental Involvement Policy. Explain why the district level parental involvement policy does not exist.

Error Message: A comment must be provided to explain why a district parental involvement policy does not exist.

Resolution: ESEA, Title I, Part A, Section 1118(a)(2) requires each LEA receiving Title I, Part A funds to have a written parental involvement policy. If no policy exists, a comment explaining why the LEA does not have a parental involvement policy is required.

3 Select the appropriate box indicating whether or not the LEA’s parental involvement policy meets the Title I criteria described in (a) through (f). The LEA must select yes or no.
4 Provide a comment if the parental involvement policy does not meet the Title I criteria described in (a) through (f). Explain why the parental involvement policy does not meet the Title I criteria described in (a) through (f).
5 Insert the completion date of the required annual evaluation of the content and effectiveness of the parental involvement policy in improving the academic quality of Title I schools. The LEA must enter a date within the date range of April 1, 2012, to June 30, 2013.
6 Describe how parents were involved in the required annual evaluation of the content and effectiveness of the parental involvement policy in improving the academic quality of Title I schools. The LEA must enter a description of how parents were involved in the annual evaluation of the parental involvement policy. The description may not exceed 500 characters.
7 Describe how parents of Title I students were involved in the LEA’s decisions on how the required Title I, Part A reservation for parental involvement activities was allotted. The LEA must enter a description of how parents were involved in decisions on how the required Title I, Part A reservation for parental involvement activities was allotted. The description may not exceed 500 characters.
8 Provide the name of the district contact for parental involvement. Enter the name of the district staff member responsible for planning, implementation and evaluation of parental involvement policies, programs and activities.
9 Provide the title of the district contact for parental involvement. Enter the title of the district parental involvement contact provided above.
10 Provide the email address of the district contact for parental involvement. Enter the email address of the district parental involvement contact.
11 Provide the telephone number of the district contact for parental involvement. Enter the telephone number of the district parental involvement contact.

5 Provide the name of the parent involvement contact at the school. For each school listed, the LEA may provide the name of the parent involvement contact.
6 Provide the title of the parent involvement contact at the school. For each school listed, the LEA may provide the title of the parent involvement contact.
7 Provide the e-mail address of the parent involvement contact at the school. For each school listed, the LEA may provide the e-mail address of the parent involvement contact.
8 Provide the telephone number of the parent involvement contact at the school. ` For each school listed, the LEA may provide the telephone number of the parent involvement contact.
