Instructions: LEP Nonprofit School Reimbursement

Consolidated Application, Spring Release program instructions for the 2012-13 Title III, Part A, Limited English Proficient (LEP) Nonprofit Private School Reimbursement.
Data Collection Purpose

To capture the documented number of private schools English Learner (EL) students who received Title III, Part A services in 2012–13. Indicate the documented number of private school ELs receiving Title III services July 1, 2012, through June 30, 2013, in the EL Students Served column.

If no private school students were served in 2012–13, please indicate "0" for that private school. The local educational agency (LEA) will be reimbursed for the number of private school students served in 2012–13 using 2013–14 apportionment funds, as reported on this data collection.

The Title III, Part A LEP Nonprofit Private School Reimbursement is dependent on the Other Elementary and Secondary Education Act (ESEA) Nonprofit Private School Participation data collections.

The Title III, Part A LEP Nonprofit Private School Reimbursement form will display even if the LEA did not apply for Title III LEP funds or receive a Title III LEP entitlement.

The system should display all nonprofit private schools in the LEA’s attendance area.


Guidance

LEAs that receive a Title III LEP student program subgrant are required to serve EL students enrolled in private schools whenever the administration of a particular private school requests to participate in the program.

The LEA must, after timely and meaningful consultation with appropriate private school officials, provide equitable services that address the needs of private school students and staff under this program. To ensure timely and meaningful consultation, the LEA must consult with appropriate private school officials during the design and development of these programs. (See Consolidated Application Legal Assurance #3 ESEA, Participation of Private Nonprofit School Students.)

To ensure that equitable services were delivered to eligible students under Title III, Part A, the LEA must report the number of private school students receiving services in the 2012–13 year.

Procedures

The Title III, Part A LEP Nonprofit Private School Reimbursement is dependent on the Other ESEA Nonprofit Private School Participation data collections.

The Title III, Part A LEP Nonprofit Private School Reimbursement form will display even if the LEA did not apply for Title III LEP funds or receive a Title III LEP entitlement.

The system should display all nonprofit private schools in the LEA’s attendance area.

Step Action Program Instructions
1 If the school is flagged for participation (indicated by a “Y” in the Flagged for Participation column), enter a number equal to or greater than 0 in the English Learner Students Served. Enter the documented number of private school ELs receiving Title III services from July 1, 2012, through June 30, 2013.

Error Message: English Learner Students Served cannot be greater than the school enrollment.

Resolution: Reduce the student count in the English Learner Students Served field that is equal to or less than the school enrollment.

Error Message: School was flagged for participation in Other ESEA Nonprofit Private School Participation; a number in the English Learner Students Served field is required.

Resolution: Enter an EL count in the English Learner Students Served field to be greater than zero or provide an explanation in the Participation Explanation field.

2 If required, provide a Participation Explanation.

If the school was not planned for participation per the Other ESEA Nonprofit Private School Participation, provide an explanation of why a student count greater than 0 was entered for a non participating school.

Error Message: School was not included in the Other ESEA Nonprofit Private School Participation data collection; provide an explanation for new participation.

Resolution: A comment is required if LEP participation = N and LEP student count is greater than zero.
