Data Collection Purpose
The EIA School Allocations is used to report EIA funding allocated to each participating school within the local educational agencies (LEA). All allocations are in whole dollar numbers and must be accurately disbursed and reflected in each school site’s Single Plan for Student Achievement (SPSA).
The allocations calculated are based upon the student demographic data provided on the EIA School Allocations data collection and reflect the intent of the LEA’s intra-district allocation plan as described in California Education Code Section 54004.5 and California Code of Regulations, Title 5 (5 CCR) regarding EIA allocations to schools.The LEA may accept the pre-calculated allocations or select the option titled “The LEA wishes to manually enter Limited English Proficient (LEP) & State Compensatory Education (SCE) site allocations.” This option allows the LEA to replace the pre-calculated figures. Some districts have found this option to be useful in applying specific carryover amounts to individual school sites. This option may also be selected where tiered funding is desired for higher need schools.

Funding Method: Displayed data based on data entered on the 2012-13 EIA LEA Allocations data collection.
Total EIA Allocation: Displayed data based on data entered on the 2012-13 EIA LEA Allocations data collection. This amount must be fully allocated to schools. The school allocation is to be accurately reflected in and accounted for by the approved SPSA.
Allocation Method: Displayed data based on data entered on the 2012-13 EIA LEA Allocations data collection. The LEA may select “Manually entered dollar value”.
Standard per Student LEP Rate: Displayed data:
- For districts choosing to fund both LEP and SCE this rate is derived from the Total EIA Allocation divided by the Educationally Disadvantaged Youth (EDY) Student Count at schools SCE Eligible plus the total LEP Student Count at schools not Eligible for SCE.
- If LEP only is selected the rate will be determined by the Total EIA Allocation divided by the sum of the LEP Student Count column.

Adjusted Per Student SCE Rate: Displayed data will be calculated. If both SCE/LEP, this rate equals ((Total EIA allocation minus the sum of LEP allocations) / sum of flagged for funding eligible school’s EDY student count).

The CDE recognizes the existence of factors that affect the cost of programs and activities designed to assist English learners achieve proficiency in English language as rapidly as practicable. Note: Use of the Requested Per-Pupil EIA/LEP rate option requires the LEA enter a comment for requesting this amount. Examples of allowable comments are as follows:
