Instructions: 2013-14 EIA School Allocations.
Data Collection Purpose

The EIA School Allocations is used to report EIA funding allocated to each participating school within the LEA. All allocations are in whole dollar numbers and must be accurately disbursed and reflected in each school site’s Single Plan for Student Achievement (SPSA).


Guidance

The allocations calculated are based upon the student demographic data provided on the EIA School Allocations data collection and reflect the intent of the LEA’s intra-district allocation plan as described in EC Section 54004.5 and 5 CCR regulations regarding EIA allocations to schools.

The LEA may accept the pre-calculated allocations or select the option titled “The LEA wishes to manually enter LEP & SCE site allocations.” This option allows the LEA to replace the pre-calculated figures. Some districts have found this option to be useful in applying specific carryover amounts to individual school sites. This option may also be selected where tiered funding is desired for higher need schools.

Enter the Requested per Student LEP Rate. This is only applicable if Funding Method is SCE/LEP.

Adjusted Per Student SCE Rate: Displayed data will be calculated. If both SCE/LEP, this rate equals ((Total EIA allocation minus the sum of LEP allocations) / sum of flagged for funding eligible school’s EDY student count).

Enter the Request Rate Comment. This is only required if a requested rate is entered.

The CDE recognizes the existence of factors that affect the cost of programs and activities designed to assist English learners achieve proficiency in English language as rapidly as practicable. Note: Use of the Requested Per-Pupil EIA/LEP rate option requires the LEA enter a comment for requesting this amount. Examples of allowable comments are as follows:

  1. Increased English learners not counted in the language census.
  2. English learners not making Adequate Yearly Progress (AYP).
  3. English learners not making Academic Performance Index (API) targets English learners with attendance related problems.

Planned for SCE Funding: Displayed data from the EIA School Allocation Plan.

Error Message: A comment is required clarifying why a nonstandard rate is used to determine the school LEP allocation.

Reason: This field is required if the LEA enters a nonstandard or requested per student rate.

A comment is required clarifying why a nonstandard rate is used to determine the school LEP allocation. This field is required if the LEA enters a nonstandard or requested per student rate.
School: LEP student count is zero, LEP Allocation is not allowed. LEP allocation cannot be greater than zero.
School LEP allocation must be greater than zero. School has one or more LEP students and LEP allocation amount is zero or blank. The LEP allocation amount must be greater than zero.
The unallocated amount is greater than zero. All EIA allocation funds must be allocated to the schools. The unallocated amount is greater than zero. All EIA allocation funds must be allocated to the schools.
The total LEP allocations plus total SCE allocation cannot be greater than the total EIA carryover. The total LEP allocations plus total SCE allocation cannot be greater than the total EIA carryover.
School: is not SCE eligible and the EDY student count is zero, SCE Allocation is not allowed. EDY student count is zero and School is not SCE eligible, SCE allocation cannot be greater than zero.
School: has a SCE allocation greater than zero however it is not SCE eligible, a comment is required providing an explanation of why the allocation was made. If the LEA is manually entering allocation dollars and if the school is not eligible to receive SCE funds and EDY student count is less than 50 percent of the total enrollment and the LEA entered an SCE dollar amount, the LEA must provide a comment.
