Consolidated Application, Winter Release program instructions for the 2011-12 Title I, Part A, Close-Out Report.
Data Collection Purpose

Report fiscal year (FY) expenditures to determine 2011–12 Title I Part A unspent funds.


What Is Different From Last Year

This data collection has been separated from the Title I Part A carryover data collection and only applies to the expenditures related to FY 2011–12 Title I, Part A funds. Do not report FY 2012–13 Title I, Part A funds spent during this period. This data collection is not applicable for those Local Educational Agencies (LEAs) that reported zero amounts of carryover on the 2012–13 Consolidated Application and Reporting System (CARS) Winter release (last year).


Guidance

This data collection is to report expenditures related to the FY 2011–12 Title I, Part A funds. The LEAs that reported carryover amount in the Winter release must report expenditures related to that carryover amount.

Preloaded Data

Title I Part A Entitlement: The CARS will provide the entitlement source data from the California Department of Education (CDE) Principal Apportionment Web page.

Transferred in: The CARS will provide the transferred in displayed data from the Federal Transferability data collection.

Total Available Allocation: The CARS will provide the available allocation displayed data by adding the transferred in to the entitlement.

Expenditures and encumbrances: Displayed data supplied from the 2012–13 CARS Winter release.

Reported Carryover as of September 30, 2012: Displayed data calculated by subtracting the Expenditures and Encumbrances amount from the Total Available Allocation.

Carryover Adjustment Amount: Displayed data calculated by subtracting amount over the allowable 15 percent carryover for which the LEA has not applied for a waiver. This is the amount for which the LEA received an invoice from the CDE.

Adjusted Carryover Amount: The amount of allowable carryover. Displayed data calculated by subtracting the carryover adjustment amount from the reported carryover.
Procedures

1 Enter the Carryover Spent through September 30, 2013. Please see the Program Guidance Web page to determine which obligations or encumbrances should be included on this line.

Error Message: The 15 month carryover amount must be recalculated. A change has occurred to either the Title I, Part A entitlement, the Federal Transferability amount, or the 15 month expenditures reported in Title I, Part A Carryover. To recalculate this value and resolve this error, save this submission again.

Resolution: A change has occurred to either the Title I, Part A entitlement, the Federal Transferability amount, or the 15 month expenditures reported in Title I, Part A Carryover.

Error Message: Final expenditures cannot be greater than the adjusted carryover amount.

Resolution: Final expenditures cannot exceed the adjusted carryover amount. If an LEA was billed for the carryover amount exceeding the 15 percent, do not include the funds returned to CDE in the expenditure amount.


Preloaded Data

Unspent Funds to be Returned to CDE: Displayed data calculated by subtracting the Carryover Spent amount from the Adjusted Carryover Amount. The CDE will invoice the LEA to return the unused 2011–12 funds.

The 15 month carryover amount must be recalculated.
