Instructions: 2013-14 Title I Part D Allocations

Consolidated Application, Winter Release program instructions for the 2013-14 Title I, Part D, local educational agency (LEA) Allocations and Reservations.
Data Collection Purpose

The purpose of this data collection is to calculate the total allocation amount available to the LEA for Title I, Part D, Subpart 2, Neglected, Delinquent, and At-Risk Youth, and to report required reservations.


Guidance

Charges by the district may include indirect costs and any repayment of funds.

Procedures

1 Enter the 201213 Carryover Amount.
Provide the 2012–2013 Carryover Amount, if any.
2 Enter the Repayment of Funds to be repaid from the LEA in response to a fiscal audit, a Federal Programs Monitoring review, or a complaint investigation. The amount must equal the determination made from the foregoing processes.

3 Enter the Indirect Costs Reservation Amount. The indirect cost rate for federal programs is a rate previously approved by the California Department of Education (CDE) through the use of Form ICR. Final approved rates are posted on the CDE Indirect Cost Rates Web page.
4 Enter the Administrative Reservation Amount.

The maximum reservation allowable for administrative costs is 15 percent, including indirect costs. The 15 percent is to be used for activities or services that are not direct services to students at the school sites. The California Education Code Section 63001 requires LEAs to utilize no less than 85 percent at school sites for direct services to students, regardless of whether the services are centralized, managed by the school, or funded through LEA reservations.

Please note: The amount entered in line 6 should include the total administrative costs, including those funded through centralized services, school level administrative costs, and indirect costs.

Error Message: The administrative reservations amount plus indirect cost amount exceeds the allowable 15 percent for administrative costs.

Reason: The sum of administration reservation amount plus indirect cost amount cannot be greater than .15 x entitlement after transfers.

Administrative and indirect costs reservations cannot be greater than the allocation. Ensure that the Administrative and indirect costs reservations are correct.
