Instructions: 2013-14 Title I Part A AllocationsConsolidated Application, Winter Release program instructions for the 2013-14 Title I, Part A, Local Educational Agency (LEA) Allocations.
Data Collection Purpose
The purpose of this data collection is to calculate the full Title I Part A allocation available to the LEA.
Charges by the district may include administrative costs, including indirect costs, and any repayment of funds.
The formula for the maximum allowable indirect and administrative cost reservations is:
- Maximum amount allowable for Administration and Indirect Costs: Calculate the 15 percent for administrative and indirect cost reservation by multiplying the allocation amount by 15 percent (a X .15 = b).
- Maximum allowable amount available for Indirect Costs reservation: Calculate the indirect costs reservation amount by dividing the allocation amount by 1.XX (.XX = c) and subtracting the product from the allocation amount [ a - ( a / (1 + c) = d].
- Maximum allowable amount available for Administration reservation: Subtract the indirect amount (2) from the 15 percent amount calculated in (1) to derive the Administrative reservation [b - d = e].

c = indirect cost percent divided by 100
d = maximum allowable indirect cost reservations
e = maximum allowable administrative reservation
If the LEA uses an indirect cost reservation less than the maximum allowable, then their administrative reservation can be higher than the maximum allowable as long as the sum of the two does not exceed “b” maximum allowable indirect cost plus administrative reservation.Reminder: The Title I Part A allocation now includes the funds generated by the Neglected student count. These funds are part of the total Title I Part A LEA allocation. LEAs can set aside funds for Neglected student populations on the Required Reservations screen.

Title I Part A Entitlement: The Consolidated Application and Reporting System (CARS) will provide the entitlement source data from the Principal Apportionment Web page.
Transferred in: The CARS will provide the transferred in displayed data from the Federal Transferability data collection.Entitlement After Transfer: The CARS will provide the entitlement after transfer displayed data by subtracting the transferred in from the entitlement.

The LEAs have the option of reporting either the June 30 or September 30 Carryover amount.

|2||Enter the Repayment of Funds to be repaid from the LEA in response to a fiscal audit, a federal program monitoring review, or a complaint investigation.||The amount must equal the determination made from the foregoing processes.|
Total Allocation: The CARS will provide the Total Allocation as displayed data by subtracting the Carryover and Repayment of Funds from the Entitlement After Transfer.

The Indirect Cost Reservation for federal programs is a rate previously approved by the California Department of Education (CDE) through the use of the Standardized Account Code Structure software Indirect Cost Rate (ICR) worksheet (Form ICR). Final approved rates are posted on the CDE ICR Web page.

|4||Enter the amount of Administrative Reservation, up to a total of 15 percent for both the Indirect Cost and Administrative Reservations.|| Whether the LEA consolidates Title I Part A funds with other ESEA programs or not, the maximum reservation allowable for administrative costs is 15 percent (the total of the Indirect Cost and Administrative Reservations). The 15 percent is to be used for activities or services that are not direct services to students at the school sites. The California Education Code Section 63001 requires LEAs to utilize no less than 85 percent at school sites for direct services to students, regardless of whether the services are centralized at the LEA level, managed by the school, or funded through LEA reservations.

Title I Part A Adjusted Allocation: The CARS will provide the Adjusted Allocation as displayed data by subtracting the Indirect Cost Reservation and Administrative Reservation from the Total Allocation.
2013-14 Approved ICR: The CARS will provide the ICR source data from the ICR Web page.
Maximum Allowable ICR: The Maximum Allowable ICR is displayed data and will be calculated by the CARS based on the adjusted allocation.
Recommended Administration Reservation: The Recommended Administrative Reservation is displayed data and will be calculated by the CARS based on the adjusted allocation.
