Instructions: 2013-14 Title I School Allocations

Consolidated Application, Winter Release program instructions for the 2013-14 Title I, Part A, School Allocations.
Data Collection Purpose

This data collection is used to indicate the amount of funds to be allocated to eligible schools and for equitable services to students in nonprofit private schools. The school allocations reported must be used to provide direct services to eligible students.


Guidance

Direct Services: The amounts allocated to each participating school must support direct activities or services to students.

Centralized Services: Any centralized services paid out of school site allocations must be included in the Single Plan for Student Achievement expenditure plans.

District-wide Low Income Percentage: These are displayed data that are calculated by CARS based on data the LEA entered into the School Student Counts, Actuals data entry form. Participating public schools are ranked by poverty rate in either the district-wide or grade span ranking method selected. Available Title I Part A School Allocation: These are displayed data from the Title I Part A LEA Allocation data collection in CARS.

Available Public School Parent Involvement Reservation: These are displayed data that reflect data from the Title I, Part A Reservations, Required data collection. If the amount needs to be revised, the LEA should go to the Title I Part A Reservations, Required data entry form and revise the amounts there.

Total Participating Attendance Area Low Income Students: These are displayed data that reflect data from the Title I Part A Reservations, Required data collection. If the amount needs to be revised, the LEA should go to the Title I Part A Reservations, Required data entry form and revise the amounts there.

School Name and School Code: These are displayed data using source data from the CSD Web page. Participating public schools, private schools located within the school district and private schools where the district is providing Title I services to eligible students who reside within the district’s Title I public school attendance area are listed on this data collection.

Grade Span Group: These are source data from the CSD Web page. The number 1, 2, or 3 in the Grade Span Group identifies the grade span designation for each school. Generally, grade span 1 is for elementary grades, grade span 2 is for middle grades, and grade span 3 is for high schools. See the School Grade Span Assignment section in the Program Guidance Web page for more information on grade spans.

Low Income Students: These are displayed data using data from the School Student Counts, Actuals data collection.

Low Income Student Percent: These are displayed data using data from the School Student Counts, Actuals data collection.

Eligible: These are displayed data that reflect data from the Low Income Student Percent.

Funding Required: These are displayed data that the CARS calculates based on the Low Income Student Percent.

Planned for Funding: These are displayed data that reflect data from the Title I Part A Planned School Allocations data collection.

Ranking: These are displayed data that the CARS calculates based on the Low Income Student Percent.
Procedures
Step Action Program Instructions
1 Enter the Dollars per Low Income Student.

An LEA has discretion to set this amount as long as higher poverty schools do not receive a per pupil amount that is lower than a lower ranked school. The per-pupil amount must provide a level of funding in a school budget sufficient to implement an effective Title I program. For more information, please see the Program Guidance document Web page.

Error message: School: low income percent is 75 percent or greater, the per student rate must be greater than 0 or an exception reason "c" provided, indicating "Other Funding".

Reason: The school meets Title I Part A low income eligibility and cannot be skipped. If the LEA will not be allocating Title I Part A funds the LEA must indicate, with the appropriate Exception Reason, why it will not be allocating Title I Part A funds the school. If the district meets the small district definition, this validation rule does not apply.

Error message: School is not eligible for Title I Part A funding without a valid exception reason.

Reason: The school must meet low income eligibility requirements before an LEA can elect to allocate Title I Part A funds. If the school meets specific exception criteria, an exception code must be entered. If the district meets the small district definition, this validation rule does not apply.

Error message: School: has a low income percent below 35 percent but above the district average. If the LEA is choosing to allocate funds the school, the 125 percent allocation rule should be applied.

Reason: An LEA may serve a school with a low income percent below 35 percent if the district average is below 35 percent. If the LEA is choosing to allocate fund to a school(s) that meets this criteria, the 125 percent allocation rule should be applied. If the district meets thesmall district definition, this validation rule does not apply.

Error message: School has a per student rate higher than a school with a higher low income percent.

Reason: The LEA must allocate a per student amount equal to or higher to schools with higher low income percentages than it allocates to schools with lower low income percents. If the district meets the small district definition, this validation rule does not apply.

2 Enter any Carryover to be allocated to the school. Enter any Carryover to be allocated to the school.

3 Enter the amount of funds to be allocated to each school for Public School Parental Involvement services.

For LEAs that reserved funds, the LEAs must distribute to the public schools at least 95 percent of the remainder of a minimum one percent set-aside, after the proportional share for equitable services to private school children has been deducted. When saving the data collection, the following error messages would apply to this data entry field.

Error message: School: has an exception reason "c" provided.

Reason: The LEA must state where the otherfunds will be coming from. If district meets small district definition, this validation rule does not apply.

Error message: School: is not a middle or high school.

Reason: The school is not a middle or high school. Feeder pattern exception only applies to middle and high schools. If the district meets the small district definition, this validation rule does not apply.

Error message: School: has an invalid exception reason.

Reason: The LEA has entered an invalid exception code, or the school does not meet the requirements of the exception code entered. If district meets small district definition, this validation rule does not apply.

Error message: School: low income percentage is not below 35 percent.

Reason: The school's low income percentage is not below 35 percent as such it does notmeet the requirements for Exception Reason e -Grandfather Provision. If the district meets the small district definition, this validation rule does not apply.

7 Check if EIA Funded. Check if funded by EIA.
8 Check if Other Program Funds will be allocated. Check if Other Program Funds will be allocated.
9 Provide the Exception Comment if required.

Error message: School: requires a comment providing an explanation for the Exception Reason.

Reason: A comment must accompany Exception Codes C - Other Funding, F - Feeder Pattern. If the district meets the small district definition, this validation rule does not apply.

School: is not eligible for Title I Part A funding without a valid exception reason. If the district meets the small district definition, this validation rule does not apply.
School: has an exception reason "c" provided. The LEA must state where the other funds will be coming from. If the district meets the small district definition, this validation rule does not apply.
The sum of all school level carryover dollars cannot exceed the 2012–13 carryover amount. The sum of all school level carryover dollars cannot exceed the 2012–13 carryover amount.
School: has a low income percent below 35 percent but above the district average. If the LEA is choosing to allocate funds the school, the 125 percent allocation rule should be applied. An LEA may serve a school with a low income percent below 35 percent if the district average is below 35 percent. School: requires a comment providing an explanation for the Exception Reason. A comment must accompany Exception Codes C - Other Funding, and F - Feeder Pattern. If the district meets the small district definition, this validation rule does not apply.
School: has a per student rate higher than a school with a higher low income percent. The LEA must allocate a per student dollar amount equal to or higher to schools with higher low income percentages than it allocates to schools with lower low income percentages. If the district meets the small district definition, this validation rule does not apply.
School: The per student rate for a nonprofit private school cannot be greater than the highest per student rate for public schools or lower than the lowest per student rate for public schools. The dollar per low income student amount for a private non-profit school cannot be greater than the highest dollar per low income student amount for public schools or lower than the lowest dollar per low income student amount for public schools.
School: The $ Per Low Income Student for a nonprofit private school must be greater than zero. The LEA must enter a per student rate for all nonprofit private schools.
Data is missing for School. A record for all attendance areas schools must be submitted.
School: must have a per student rate or an exception reason "c" provided, indicating "Other Funding". School: must have a per student rate or an exception reason "c" provided, indicating "Other Funding".
The unallocated school amount cannot be less than 0 or greater than 1. Allowing for rounding, all Title I, Part A school allocation funds must be allocated. To resolve this error add the remaining dollar amount to an amount reserved on the Tile I, Part A Reservations, Required page or the Title I, Part A Reservations, Allowed page. For example, if the LEA has an unallocated school amount of $3.42 they might return to the Reservations, Required page and add $3.00 to the Homeless Services reservation before saving both the Reservations, Required and Reservations, Allowed pages. Upon returning to the School Allocations page the remainder would be $.42 and within the allowed range. The page may now be saved and the error will be resolved.
The unallocated amount for Public School Parent Involvement does not equal zero. All Public School Parent Involvement funds must be allocated to the schools.
The unallocated amount for Nonprofit Private School Set Asides does not equal zero. All Nonprofit Private School Set Asides funds must be allocated to the schools.
The unallocated amount for Nonprofit Private School Parent Involvement does not equal zero. All Nonprofit Private School Parent Involvement funds must be allocated to the schools.
