Instructions: EIA School Funding Plan

Consolidated Application, Spring Release program instructions for the 2017–18 Economic Impact Aid (EIA) School Funding Plan.
Data Collection Purpose

Based on information provided in the School Student Counts, Projected data collection within the Consolidated Application and Reporting System (CARS), the school table in this data collection provides eligibility and ranking information. If changes to student counts are needed they must be made in School Student Counts, Projected.

If the local educational agency (LEA) is using carryover funds to operate a State Compensatory Education (SCE) program, District Advisory Committee (DAC) review is required based on Education Code (EC) sections 35147(c), 62002.5, and 64001(a).

Funding selections made in the table in this data collection define the LEA's Economic Impact Aid (EIA) Intra-District Plan. If the LEA will be allocating SCE funds, based on SCE Eligibility and Ranking, select schools to fund by placing a check in the SCE Fund column.

If the LEA will be allocating Limited English Proficient (LEP) funds only, no additional data entry is need. Verify the information displayed is correct then save and certify the form.


Guidance

DAC: Shall include broad representation of the parent population served by this district or school respectively including socioeconomic and ethnic groups represented in the district or school attendance area (California Code of Regulations, Title 5 [5 CCR] Section 4423). Parents shall constitute a majority of the membership. The parent representatives shall be elected by parents of students participating in the compensatory education programs and residing in the district.

If the grade levels of a school have changed, the district or county County-District-School (CDS) Coordinators or Superintendents must submit updates through the Online Public Update for Schools (OPUS-CDS) application, which is located on the California Department of Education (CDE) Web site. The LEA must provide an opportunity for the committee to review the EIA School Funding Plan prior to the local board meeting. (EC Section 64001 [a])

Format: http://SomeWebsiteName.xxx. If a web address is not available, the LEA must keep minutes on file which indicate that the application was reviewed by the committee.

Enter a Comment if the committee did not review.

If DAC Review Date is blank, this field is required. Maximum 500 characters.

Group Schools by Grade Span: The grade span indicator selected by the LEA in the School Student Counts, Projected data collection.

Funding Method: The funding type that was entered on the School Student Counts, Projected data collection.

Note: The Funding Method determines what data displays in the school grid.

Note: LEP Only does not require additional action. Verify the information displayed is correct then save the form.

School Name and School Code:These are displayed using source data from the CDE's California School Directory Web page.

Grade Span Group: This designation is brought forward from the School Student Counts, Projected data collection.

Projected Enrollment: Displayed data that was entered on the School Student Counts, Projected data collection.

Projected LEP Students: Displayed data that was entered on the School Student Counts, Projected data collection.

LEP Percent: Value is calculated was calculated from data entered on the School Student Counts, Projected data collection.


Displayed Data - Funding Method – SCE / LEP

SCE Ranking Method:  The ranking method that was entered on the School Student Counts, Projected data collection.

School Name and School Code: These are displayed using source data from the CDE's California School Directory Web page. Note: Locally funded charters are automatically removed from the school grid.

Grade Span Group: Displayed data that was entered on the School Student Counts, Projected data collection screen.

Projected Enrollment: Displayed data that was entered on the School Student Counts, Projected data collection.

Projected Low Income Students: Displayed data that was entered on the School Student Counts, Projected data collection screen.

Low Income Percent: Value is calculated as Low Income Student Count divided by Enrollment.

Projected LEP Students: Displayed data that was entered on the School Student Counts, Projected data collection.

LEP Percent: Value is calculated as LEP Student Count divided by Enrollment.

Projected Educationally Disadvantaged Youth (EDY) Students: Displayed data that was entered on the School Student Counts, Projected data collection.

EDY Percent: Value is calculated as EDY Student Count divided by Enrollment.

Projected SCE Students: Displayed data that was entered on the School Student Counts, Projected data collection.

SCE percent: Value is calculated as SCE Student Count divided by Enrollment.

Ranking: Is based on the SCE Ranking Method selected. Schools are listed in descending order by Projected SCE Students, SCE %, or Low Income %.

SCE Eligible: Funding eligibility is based on data entered on the School Student Counts, Projected data collection. Schools are eligible for funding using the EIA/SCE method when any one or more of the following conditions apply:

  • 25 percent or more of the students are LEP
  • 25 percent or more of the students are from low income families
  • 50 percent or more of the students are EDY

Check the SCE Fund for participating schools.

Select schools intended to receive SCE funds.

An LEA cannot skip a school, or not fund a school, with a higher priority ranking, either removed the check mark or add a check mark for the skipped school.

SCE Fund

This LEA has selected to fund SCE and LEP. One or more schools are eligible for SCE, but there are SCE Fund values missing. You may need to save and certify the EIA School Plan again.

The DAC representative's full name is required.

An explanation is required if the DAC review date is blank. Provide an explanation of why review was not obtained or that review is not applicable.

The DAC review date must be on or before the local governing board approval date.

Ensure that the DAC had the opportunity to review the ConApp before the local governing board meeting.

DAC Approval Date

The DAC review date must be on or before June 30, 2017.
