Access Rights

Q. I lost/forgot my password, how do I get it reset?
A. Go to the CAS Web page; then complete and submit the form. You will receive an email with a temporary user id and password. Follow the instructions in the email.

Q. I get the message “CARS access is not available to this user” when I try to logon. Why don’t I have access?
A. Access to CARS is granted by each LEA’s User Administrator. This means that you have not been granted access to any LEAs. For each LEA you need to access, contact the LEA User Administrator and provide them with your User name. If you have been designated by the LEA Superintendent or Charter Administrator as the LEA User Administrator, send an e-mail to the ConApp Support Desk that includes the CDS code for your LEA, your User ID and your e-mail account so that a support team member can set you up as the LEA User Administrator.

Q. I am a service provider for 6 charter schools. How do I get access to all the charters I support?
A.
First, register in the CAS if you have not already done so. Then, contact the LEA User Administrator for each charter you support. The LEA User Administrator will add you to the CARS and assign the appropriate roles. If the charter administrators have designated you as the LEA Administrator for their LEA, you can assign rights for those LEAs.

Q. When I add a user and save the information in CARS, does the new user receive an e-mail notification with a message to create a password, etc.?
A. User names and passwords are created in the CAS, not the CARS. An email notification is NOT created when the LEA User Administrator associates the user to the CARS and assigns the user a role.

Q. I tried to register in CAS and there seemed to be a problem. How do you tell if the registration went through?
A. First check to see if you able to log into the CAS with the user name and password you created. If not, the registration failed and you should start over.

Q. Can we limit a data entry person to a specific data collection form or program in CARS?
A. No. If a user has been assigned the Data Entry Representative role, that individual can enter data into any data collection. It is important that your LEA establish policies and guidelines for your data entry users so they understand which data they are responsible for entering and which data collections for which they should not be entering data.

Q. Can more than one person be in a data collection at the same time?
A. Yes, this is why we recommend you establish operating guidelines for your data entry users or assign a data collection to a single data entry person.

Q. Are there a maximum number of people who can be setup for each role?
A. No

Q. Can an LEA change the Authorized Representative?
A. Yes, the LEA User Administrator can add or remove any role assigned to a user.

CAS Site

Q. What is CAS and how do you access it to set up user accounts?
A. The CAS is the CDE's Centralized Authentication System where a person registers for a user ID. For more information, refer to the on-line training module entitled "User Access" on the CARS Web page.

Q. If I registered in the CAS earlier this year, do I need to register again?
A. No, you do not register again in the CAS.

Q. Please clarify use of the CAS versus the CARS access points and the exact link for both.
A. The CAS allows the user to create a unique user name and password. It is a separate system from the CARS. It can be accessed from the ConApp Web page. The CARS is the Consolidated Application and Reporting System.

Q. As an administrator, do I need to register in the CAS?
A. Yes. All users of the CARS, must first register in the CAS.

Q. I have a CAIS logon. Is this the same as the CAS?
A. No

CADS vs. CARS

Q. Will any of the CADS 2011-12 ConApp, Part I data be downloaded into the CARS or will we have two separate data systems for 2011-12?
A. Fiscal year 2011-12 data has been migrated from the CADS 2011-12 ConApp, Part I. The migrated data will be displayed as a certified data collection in the CARS.

Q. If we submitted 2011-12 data via the CADS and need to make a change, do we need to submit in the CADS and the CARS when it comes online?
A.
Changes to 2011-12 data collections, previously submitted through the CADS, must be made in the CARS. All 2010-11 or earlier data collections previously certified through the CADS must be updated and re-certified in the CADS.

Q. In the CADS some programs were combined into a single form; one example is Title II, Part A, Teacher Quality and Title I, Part A, Paraprofessionals were on the same form. Our director’s concern is that this data is reported from two different departments, and we want to be sure that they don’t accidentally complete the wrong sections or overwrite data that someone else has completed.
A. The CARS will not combine fiscal years or programs in a single form. For the example you provided, the CARS will have two separate data collections.
