Charter School 20 Day Instructions - New Schools

Instructions for reporting charter 20 Day funding data and submitting certification for fiscal year 2009-10.

Logging On

To log on to the new charter school data collection application, select the following from the drop-down list in the Logon screen:

Enter charter school Personal Identification Number (PIN) number in Password field and click the Logon button.

Note: The PIN number is the same number used in the annual charter school information survey and the Pupil Estimates for New or Significantly Expanding Charters (PENSEC) report. If you need confirmation of the charter’s PIN number, contact Melissa Collier at mcollier@cde.ca.gov or 916-445-7354.

Entering Charter School Data

Enter the date instruction began (mm/dd/yyyy) in line A-1. Enter a valid range from 7/1/2009 to 9/30/2009 (Education Code Section 47652). Note: If instruction began before 7/1/2009 or after 9/30/2009 do not complete this report.

Enter the average daily attendance (ADA) for the first 20 school days of operation in the appropriate fields in lines A-2 through A-6 in the following format xxxx.xx. (See Title 5, Section 11960, for information on ADA.)

Enter the economic impact aid pupil data in lines A-8 through A-10 in the following format xxxx (use whole numbers only).

Moving Through Fields

You can move between data entry fields in two different ways. You can press the TAB key to move the cursor to the next field, or you can move the mouse pointer over the field you want and then click the left mouse button.

Printing

Printing of the 20 Day data entry screens is done using your browser’s print features (e.g., File/Print or clicking the printer icon). A Print button is also provided within the certification form.

We suggest viewing the items before printing by using your browser’s Print Preview feature (File/Print Preview). If there appears to be incorrect wrapping of data or text, or if the signature lines in the certification break incorrectly, it usually can be corrected by reducing the left and right or top and bottom print margins (adjustment of the margins is found in File/Page Setup).

Application Menu

The Application menu displays the options available for all new charter schools in the application:

Logoff

Returns user to the Logon page.

Reset

Resets data entry fields to previously saved data.
Note: This will reset all the data entry fields and display previously saved data.

Calculate/Save

Calculates total ADA and saves the entered data in current session.
Note: The program saves the data and that data displays the next time user opens the entry screen.

Submit

Saves data entered and blocks user from revising data. To remove block contact  Melissa Collier at 916-445-7354 or mcollier@cde.ca.gov.

The Application menu also displays options available for new county charter schools:

Add District

Allows user to select county and district of residence to enter ADA data.

Note: This applies to newly operational charter schools authorized by county office of education pursuant to Education Code sections 47605.5 or 47605.6 and funded under the block grant. The charter school is to report ADA identified by school district of residence, the district of residence county and district code, and the grade level. The grand total ADA for each grade level must agree to the total ADA for each grade level reported on the Charter School 20 Day Attendance Report certification form.

Cancel

Brings user back to previous screen.

Continue

Brings user to district of residence data entry screen.

Delete

Deletes entries made to district of residence ADA table.

Edit Check

Saves data entered and runs a validation to determine if the data entered passes the edit check process. If there are errors, all errors displayed must be corrected before data can be saved or submitted.

Submitting the Report to the CDE

Once data entry is complete, the report should be reviewed for accuracy and then submitted on-line to the California Department of Education (CDE). Once the data have been submitted a certification must be printed, signed, and then mailed to the CDE.

Review the Data

The data entry screens cannot be accessed once the data is submitted to the CDE so it is important that the data be carefully reviewed prior to submission. If any errors are noted when “Calculate/Save” is clicked, they must be corrected before the data can be submitted.

Submit the Data

The data should be submitted to the CDE as soon as possible following the 20th school day, but not later than October 30, 2009.

When data entry is complete click the “Calculate/Save” button. If all errors have been cleared a “Submit” button will display on the screen. Clicking “Submit” will submit the data on-line to the CDE.

Print, Sign and Mail the Certification

A certification is automatically displayed once the data have been submitted on-line to the CDE. If applicable, district of residence ADA will automatically be included with the certification.

To print the certification, use your browser’s print features or the print button provided in the certification. Once printed, obtain original signatures from the charter school representative, the district superintendent, and the county superintendent of schools. Any exceptions to this signature order (such as for charter schools authorized by a county office of education or the State Board of Education) will be noted on the certifications for those charter schools. For example, because reports for charter schools approved by the State Board of Education are approved by the CDE’s Charter Schools Division, those certifications will include signature lines for only the charter school representative and the CDE.

The report submission is not considered complete until the CDE receives a certification with all necessary signatures. Mail the original signed certification to:

Accessing the Data after Submission

After the data have been submitted logging in to the 20 Day will provide a link that allows reprinting of the certification but the data entry screens are no longer accessible. If corrections to the data are needed, contact Melissa Collier, Analyst, Office of Charter Apportionments and District Reorganization, at 916-445-7354 or by e-mail at mcollier@cde.ca.gov.

Economic Impact Aid Pupil Data

Report pupil counts as of the last day of the first 20 school days of operation.

Note: The charter school’s data will be adjusted based on revised data that will be reported to CDE by January 15, 2010 with attendance data via the 2009-10 Principal Apportionment Revenue Software.

§11960. Regular Average Daily Attendance for Charter Schools.

(a) As used in Education Code section 47612, “attendance” means the attendance of charter school pupils while engaged in educational activities required of them by their charter schools, on days when school is actually taught in their charter schools. “Regular average daily attendance” shall be computed by dividing a charter school's total number of pupil-days of attendance by the number of calendar days on which school was actually taught in the charter school. For purposes of determining a charter school's total number of pupil-days of attendance, no pupil may generate more than one day of attendance in a calendar day.

(b) The State Superintendent of Public Instruction shall proportionately reduce the amount of funding that would otherwise have been apportioned to a charter school on the basis of average daily attendance for a fiscal year, if school was actually taught in the charter school on fewer than 175 calendar days during that fiscal year.

(c)(1) Beginning in 2004-05, a pupil who is over the age of 19 years may generate attendance for apportionment purposes in a charter school only if both of the following conditions are met:

  1. The pupil was enrolled in a public school in pursuit of a high school diploma (or, if a student in special education, an individualized education program) while 19 years of age and, without a break in public school enrollment since that time, is enrolled in the charter school and is making satisfactory progress towards award of a high school diploma (or, if a student in special education, satisfactory progress in keeping with an individualized education program) consistent with the definition of satisfactory progress set forth in subdivision (b) of Section 11965.
  2. The pupil is not over the age of 22 years.

(c)(2) This subdivision shall not apply to a charter school program specified in Education Code section 47612.1. A charter school program as specified in Education Code section 47612.1 may be either:

  1. the whole of a charter school, if the school has an exclusive partnership agreement with one or more of the programs specified in Education Code section 47612.1 and serves no other pupils; or
  2. an instructional program operated by a charter school that is exclusively dedicated to pupils who are also participating in one of the programs specified in Education Code section 47612.1, provided that arrangement is set forth in an exclusive partnership agreement between the charter school and one or more of the programs specified in Education Code section 47612.1.

(d) No individual who is ineligible to generate attendance for apportionment purposes in a charter school pursuant to subdivision (c) may be claimed as regular attendance for apportionment purposes by a local education agency that is authorized by law to grant charters. This subdivision shall not apply to claims other than claims for regular attendance for apportionment purposes.
