2012-13 Charter School Apportionment Deadlines

Calendar of key deadlines for charter school Principal Apportionment for fiscal year 2012-13.

Note: All data are submitted to the California Department of Education (CDE) through the charter authorizing school district (if applicable) and the county office of education (COE).

Special Apportionments for New or Significantly Expanding Charter Schools, September-December 2012

Pupil Estimates for New or Significantly Expanding Charters (PENSEC) for Fiscal Year 2012-13

Item Description Due Date
PENSEC Estimated Attendance

Submit estimated attendance and other apportionment-related data via certified PENSEC form. Applies to new charter schools that begin instruction by September 30 and continuing charter schools that are significantly expanding (adding a grade level or some other qualifying event). Apportionment occurs in September.

First 20 Day Actual Attendance Report for New Charters and Grade Level Expansion Charters for Fiscal Year 2012-13

20 Day Actual Attendance

Submit actual attendance-related data via certified "Charter School 20 Day Attendance Report.” New charters and charters adding a grade level shall report actual attendance not later than five business days following the end of the first 20 school days. Apportionment occurs in December.

Submit charter school attendance data via the 2011-12 Principal Apportionment Revenue Software, version 2011-11.01.

Note: This data will also be used for the purposes of calculating lottery funding.

First Principal Apportionment, February 2013

Corrections to be applied at the 2012-13 P-1 Apportionment

Corrections Submit charter school attendance corrections for fiscal years prior to 2002-03 via the appropriate "J" form for that fiscal year. October 1, 2012
Corrections Submit charter school attendance corrections for all other fiscal years via the appropriate software for that year. Corrections made via the software must be submitted in the "corrected" mode for the appropriate period. October 1, 2012

Note: Corrections for years prior to 2011-12 must be supported by an auditor letter of concurrence. Additionally, CDE's authority to spend funds appropriated in the budget act expires after three years. Thus, any increases to claims for programs funded through budget acts prior to the Budget Act of 2010 (fiscal year 2010-11) may not be funded.

2012-13 Fiscal Year P-1 Data

P-1 Attendance Submit charter school attendance data via the new 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software (2012 version to be released prior to P-1). January 15, 2013
Economic Impact Aid (EIA) Funding Data Collection

Submit charter school EIA data via the new 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software (2012 version to be released prior to P-1) as follows:

  1. Continuing charters - Economically disadvantaged pupils who are between the ages of 5-17, as of October 2012, whose annual family income is at or below the federal poverty level. This count will be used to determine 2013-14 fiscal year EIA funding.

    Newly operational charters - Economically disadvantaged pupils who are between the ages of 5-17, as of October 2012, whose annual family income is at or below the federal poverty level. This count will be used to determine 2012-13 and 2013-14 fiscal year EIA funding.
  2. English learners pupils count (applicable only to newly operational charters).
  3. Pupil enrollment count (applicable to newly operational charters).

Second Principal Apportionment, July 2013

Corrections to be applied at the 2012-13 Second Principal (P-2) Apportionment
