2013-14 Principal Apportionment Deadlines

Calendar of key deadlines for school districts and county offices of education (COE) (referred to as local educational agencies (LEAs)) for fiscal year 2013-14.

The Local Control Funding Formula (LCFF) (AB 97) was approved by the Governor on July 1, 2013. At this time the calendar only reflects due dates for prior year data. The California Department of Education is currently reviewing the legislation and will issue a revised Calendar of Key Deadlines in the future to include current year data submission deadlines.

Note: All data are submitted to the California Department of Education (CDE) through the COE.

2012-13 Annual Principal Apportionment, February 2014

2012-13 Fiscal Year Annual Data

Item Description Due Date
Attendance

Submit LEA attendance data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

Note: This data will also be used for the purposes of calculating lottery funding.

July 16, 2013
Taxes

Submit LEA tax data via the 2012-13 Principal Apportionment Tax Software, version 2012-12.00 or Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

Note: County auditor to submit tax data to COE for submittal to CDE.

August 15, 2013
Miscellaneous Funds

Submit LEA Miscellaneous Funds data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

August 30, 2013
Special Education

Submit LEA Infant data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

October 31, 2013
Special Education

Submit LEA Regional Occupational Center/Program (ROC/P) Handicapped data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

Revenue Limits

Submit LEA revenue limit data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

November 15, 2013
Revenue Limits

Submit funding selection for Necessary Small Schools via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

Special Education Applicable Counties - Submit Special Education Local Plan Area (SELPA) average daily attendance (ADA) allocation and Special Education tax allocation data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012. November 15, 2013
Special Education

Submit Nonpublic School Extraordinary Cost Pool (ECP) claim data via the 2012-13 Principal Apportionment Revenue and Attendance Data Collection Software, version 2012.

Hard copies of supporting documentation (copies of paid invoices) also due to the Office of Principal Apportionment and Special Education postmarked by this date.

First Principal Apportionment, February 2014

Corrections to be applied at the 2013-14 First Principal (P-1) Apportionment

Corrections Submit LEA corrections for fiscal years prior to 2002-03 via the appropriate form for that fiscal year. October 1, 2013
Corrections Submit LEA corrections for the 2002-03 fiscal year via the appropriate software or form. Submit all other fiscal year corrections through the software. Corrections made via the Principal Apportionment Revenue and Attendance Data Collection Software must be submitted in the "corrected" mode for the appropriate period. October 1, 2013

Note: Corrections for years prior to 2012-13 must be supported by an auditor letter of concurrence. Additionally, CDE's authority to spend funds appropriated in the budget act expires after three years. Thus, any increases to claims for programs funded through budget acts prior to the Budget Act of 2011 (fiscal year 2011-12) may not be funded.

Second Principal Apportionment, July 2014
