Funding Description
Note: Much of the information provided below is outdated. Funding for this program is now unrestricted pursuant to SBX3 4 (Chapter 12, Statutes of 2009), enacted in February 2009. For additional information, please refer to the Action on 2008 and 2009 Budget Acts Web page.This is a voluntary supplemental instruction program in which local educational agencies and charter schools may offer programs of direct, systematic, and intensive supplemental instruction to pupils enrolled in second through sixth grade, inclusive, who have been identified as having a deficiency in mathematics, reading, or written expression based on the Standardized Testing and Reporting (STAR) scores and/or identified as being at risk of retention.

Allocation Formula | Of the total $22,181,000 funding available, $16,491,000 is available for expenditure in 2008-09, and $4,690,000 is deferred for expenditure in 2009-10. Local educational agencies (LEAs) are funded at a rate of $4.08 per pupil hour. Supplemental hours for second through sixth grade pupil attendance as reported on the Attendance screens in the Principal Apportionment software will be used. The maximum number of funded hours for LEAs is calculated by multiplying 120 hours by 5 percent of the prior year's California Basic Educational Data System (CBEDS) K-12 enrollment. A proration factor may be applied if statewide claims are over the annual budget allocation. |

Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by July 2nd, and the Annual calculation is certified by February 20th of the following year (at the same time as the following year's P-1 certification). |
