The purpose of the Foster Youth Services (FYS) program is to provide educational and support services to foster children residing in licensed foster homes or county operated juvenile detention facilities. The FYS Countywide programs collaborate with local agencies and service providers to ensure that foster youths living in licensed foster homes receive needed educational support services. The FYS Juvenile Detention programs ensure that foster youths placed in county-operated juvenile detention facilities have the same access to comprehensive educational and support services that are available to students who are not in the juvenile justice system and assist in the transition from juvenile detention to an appropriate school placement.

| Required Eligibility Criteria |
Any county office of education (COE) or consortium of COEs that elect to apply for funding to operate an education-based FYS program to provide educational and support services for foster youth residing in a licensed foster youth home or county-operated juvenile detention facility. |
| Other Eligibility Considerations |
County offices of education that have historically served less than 20 foster youths annual must apply as a consortium. |
