IDEA, Part B-611, Local Assistance Entitlement

Local Assistance Entitlement funding is specifically allocated for special education and services to children with disabilities ages five through twenty-one.

To receive funds, a local educational agency must submit a local plan (application) that contains assurances to the state education agency that is consistent with federal and state laws and regulations.

Districts must account for these funds as expenditures for pupils with an individualized education plan (IEP) and for the provision of the special education and related services required by students with disabilities in order to benefit from a public education.

Allocation Formula The Local Assistance Entitlement grant is one of three portions of the federal Individuals with Disabilities Education Act, Section 611, Part B. Funding is based on a federal three-part formula: the 1999 special education enrollment population; 2009 K-12 enrollment (public and private); and 2009 K-12 poverty (Free and Reduced Meal Counts).

Other *Alignment of State Budget Authority with federal law may cause delays in allocating the full federal funding level. This award is being issued at the State Budget Authority level. A Budget Revision is necessary to meet federal funding level for Schedule (1). Once the Budget Revision is approved, amended awards will be issued. Initial payments will be disbursed after receipt of signed Certification of Acceptance of Grant Conditions.
