Local Quality Improvement Efforts and Outcomes Descriptive Study

The purpose of the study is to identify, describe, and compare the range and diversity of county-based early childhood education quality improvement systems. Information garnered from this study will inform the California Department of Education Race to the Top Early Learning Challenge evaluation, and move California toward increasing the quality of early learning programs; inform how to better use local, state and federal funds to improve program quality and provide an opportunity to align current practices.

Eligibility

Eligible Applicants	Individuals, institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria	The applicant must be legally constituted and qualified to do business within the State of California (registered with the Secretary of State). With the exception of applicants whose legal status precludes incorporation (i.e., public agencies, sole proprietorships, partnerships), contractors that are not fully incorporated by the deadline for submitting proposals will be disqualified.
