Supplemental Instruction: Low STAR/At Risk of Retention


Funding Description

Before 2008-09, the funds were allocated to school districts, county offices of education and charter schools (local educational agencies) that provided programs of direct, systematic, and intensive supplemental instruction to pupils enrolled in second through sixth grade, inclusive, who have been identified as having a deficiency in mathematics, reading, or written expression based on the Standardized Testing and Reporting (STAR) scores and/or identified as being at risk of retention.

Allocation Formula Of the total $16,925,000 funding available, $12,235,000 is available in 2012-13 and $4,690,000 is deferred until 2013-14.

Funding for this program from fiscal years 2008-09 through 2014-15 will be based on 2007-08. LEAs will receive the same percentage of the available funding as they received from the allocated funds in 2007-08.

Other The funding for this program is now flexible pursuant to California Education Code Section 42605. LEAs may utilize all of their program funds to provide services for the program or they may use all or part of their program funds for other educational purposes and/or other categorical programs.

Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by July 2nd, and the Annual calculation is certified by February 20th of the following year (at the same time as the following year's P-1 certification).
