Funding Description

The Individuals with Disabilities Education Act (IDEA), Local Entitlements, Preschool Program funds are specifically allocated for special education and related services to children with disabilities ages three, four, and five.

Eligibility

Eligible Applicants Local educational agencies
Required Eligibility Criteria To receive funds, a local educational agency (LEA) must submit a local plan (application) that contains assurances to the state educational agency that are consistent with federal and state laws and regulations.
Other Eligibility Considerations LEAs must account for these funds as expenditures for pupils with an individualized education plan (IEP) and for the provision of the special education and related services required by students with disabilities in order to benefit from a public education.

Allocation Formula Funding is based on a federal three-part formula: December 1999 California Special Education Management Information System (CASEMIS) pupil count, ages three through twenty-one years, and identified on an IEP; 2012 K–12 enrollment (Public and Private); and 2012 K–12 poverty (Free and Reduced Meal Counts).
