School districts (districts) and county offices of education (COEs) are eligible to serve as California Technology Assistance Project (CTAP) regional lead agencies (RLAs) to provide assistance in education technology. Local educational agencies selected to serve as CTAP RLAs will be required to use their program funding to provide a range of technology services, including staff development and technical assistance, to all districts and COEs within their respective regions. Each of the 11 CTAP regions contains approximately 100 or more districts. Funding cannot be used for the exclusive benefit of the regional lead agency.

Districts and COEs may apply to serve as CTAP RLAs. Applicants must be within the region for which they are applying to serve as the RLA and must serve as the RLA for three years. In addition, the majority of the work must be completed by, and funding must be expended by the RLA and cannot be allocated to sub-regional agencies. |

RLAs will be required to provide services to ALL clients in the region in each of the following areas: (1) professional development and learning resources to use technology as a tool to improve teaching and learning; (2) professional development and support for hardware and telecommunications infrastructure design, implementation, and sustainability; (3) professional development and support to use technology as a tool to improve school management, including pupil record keeping and tracking for pupil instruction and data driven decision making; (4) funding and coordination with other federal, state, and local programs. | Allocation Formula | Each region receives two sources of funding: state CTAP funds and federal Enhancing Education Through Technology (EETT) support funds. The estimated maximum CTAP funding level will be determined as follows: (1) each region will receive a $50,000 base; (2) 10 percent of the remaining funds will be distributed to the 11 regions based upon the number of districts and COEs in each region; and (3) the remaining funding will be distributed based upon the enrollment within each region as determined by the prior year's California Basic Educational Data Systems (CBEDS).
