California English Language Development Test

Funding Description

The California Department of Education (CDE), through this request for proposals (RFP), invites submissions for the administration, scoring, reporting, analysis, and continued item and form development of the California English Language Development Test (CELDT). The CELDT is a criterion-referenced test aligned to the State Board of Education (SBE) adopted English Language Development (ELD) Standards. CDE anticipates that the work described in the RFP will overlap with the current contract, begin on or after October 1, 2005, and continue through December 31, 2009. The allocation for the work described in the RFP is contingent upon continued funding through the annual budget process.

Eligibility

Eligible Applicants	Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria	The bidder must be legally constituted and qualified to do business within the State of California (registered with the Secretary of State). Bidders must submit a current Certificate of Good Standing issued by the California Secretary of State.
Other Eligibility Considerations	Bidders should have at least 36 months experience in the administration of large-scale assessments.

Other	Contract funding is contingent upon yearly appropriation in the annual Budget Act. Previously, CDE has been appropriated $12,000,000 per fiscal year. CDE anticipates an increase in funding of up to $3,000,000 per fiscal year to accommodate changes in the scope of work. The money is appropriated for entire fiscal years; therefore, the entire fiscal year funding is not available for this contract in 2005-06 or 2009-10 due to overlapping contracts.
