The California Department of Education (CDE), through this request for submissions, invites the submission of a primary language test in any of California's languages other than English in reading, spelling, written expression, and mathematics, for English learners in grades two through eleven. The designated primary language test (DPLT) will be administered, scored, and reported as part of the Standardized Testing and Reporting (STAR) Program.

| Required Eligibility Criteria |
The bidder must be legally constituted and qualified to do business within the State of California (registered with the Secretary of State). Bidders must submit a current Certificate of Good Standing issued by the California Secretary of State. |
| Other Eligibility Considerations |
Bidders should have at least 36 months of experience in the administration of large-scale assessments. |
