Funding Description

The California Department of Education (CDE), through this request for submissions, invites submissions for consideration by the State Board of Education (SBE) for the administration, scoring, reporting, and analysis of five tests within the Standardized Testing and Reporting (STAR) Program.

Eligibility

Eligible Applicants Institutions of higher education, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria The bidder must be legally constituted and qualified to do business within the State of California (registered with the California Secretary of State). Bidders must submit a current Certificate of Good Standing issued by the California Secretary of State.
Other Eligibility Considerations Bidders should have at least 36 months experience in the administration of large-scale assessments.

Other The beginning date of the contract is contingent upon approval by the SBE. Contract funding is contingent upon yearly appropriation in the annual Budget Act. The CDE anticipates $12 million for year one (transition year); approximately $60 million for year two (first year of administration); $60 million for year three (second year of administration); $60 million for year four (third year of administration); and $12 million for year five (transition year). The total contract funding amount for three administrations is approximately $200 million.
