Dear Select County Superintendents of Schools, Auditors, and Treasurers:
This apportionment, in the amount of $1,190,000, is made from funds provided by Item 6110-137-0001 of the Budget Act of 2007 (Chapter 171, Statutes of 2007) as amended by Chapter 2, Statutes of 2008, Third Extraordinary Session (Assembly Bill 4), in support of Senate Bill 472, the Mathematics and Reading Professional Development Program (MRPDP). This payment is for claims submitted by local educational agencies (LEAs) for teachers successfully completing English learner professional development (ELPD) during fiscal year 2007-08. The payment reflects reimbursement of $1,250 per eligible teacher for the completion of 40 hours of ELPD.
The MRPDP was established by AB 466 (Chapter 737, Statutes of 2001). The operation of the program, which was due to be repealed on January 1, 2007, was reauthorized by SB 472 (Chapter 524, Statutes of 2006), commencing with California Education Code Section99231. The ELPD component provides funding for professional development for eligible teachers of English learners (EL). The program includes foundational knowledge specifically designed to assist EL pupils to attain a high level of English proficiency, English Language Development instruction designed to meet the language and academic instructional needs of EL pupils, and reading/language arts and content area instruction to help teachers of EL pupils understand and apply knowledge of linguistic structures to SBE-adopted instructional materials.
Warrants will be mailed to each county treasurer shown on the enclosed schedule approximately four weeks from the date of this notice. For standardized account code structure coding, use Resource Code 7296, Staff Development: Teachers of English Language Learners (ELL), SB 472, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform LEAs immediately of this apportionment.
