Dear County Superintendents:
Enclosed is the 2007-08 application for K-3 Class Size Reduction (CSR) Operations funding. Please note that because of the availability on our Web site of this information, we are only providing county offices of education with one copy of the application package. We are not mailing copies to individual school districts or charter schools. A similar procedure as was used in 2006-07 will be employed - an Excel version of the application is available for download, or it may be printed and filled out by hand for those who prefer it.
We ask that county offices please provide a copy of this letter to each eligible local educational agency (LEA) in their county. Eligible LEAs include elementary and unified school districts, and charter schools.
School districts and charter schools may access the application and instructions on our Web site at http://www.cde.ca.gov/ls/cs/k3/formsinst.asp.
With the exception of the funding rates, there are no changes to the program from last year. the funding rates were increased to $1,071 per pupil for Option One classes and $535 per pupil for Option Two classes.
The 2007-08 applications for the K-3 CSR Operations program must be postmarked by November 26, 2007.
The California Department of Education and local educational agencies are obligated to ensure that the CSR program is implemented in a manner that does not discriminate against pupils with disabilities. Specific information about this obligation can be found on the CSR Web page at http://www.cde.ca.gov/ls/cs/k3/consider.asp.
School District superintendents must distribute a copy of this cover letter at the beginning of the school year to the Community Advisory Committee (CAC) and the Parent Teachers Association (PTA) of each school in the district that participates in the CSR program, so that the CAC and PTA may access the application package and information on the Web site if they so desire.
LEAs are encouraged to subscribe to the K-3 CSR e-mail list at http://www.cde.ca.gov/ls/cs/k3/emailsub.asp in order to receive the most up-to-date information on the K-3 CSR program. All information and applications for the K-3 CSR program are available on the Class Size Reduction Web site at http://www.cde.ca.gov/ls/cs/k3/.
