General Instructions
Local educational agencies (LEAs) wishing to apply for chief business officer (CBO) training on behalf of a nominated candidate must use the application form available on the California Department of Education’s (CDE’s) Web site at http://www.cde.ca.gov/fg/fo/r14/documents/cbot06app.doc (DOC; 54KB; 1p). The form should be downloaded, printed out in hardcopy, completed and signed, and mailed to the address indicated on the form. Applications will be reviewed and recommended to the State Board of Education (SBE) for approval. However, because additional funding was not appropriated, only applications previously approved and requesting to substitute training candidates or the selected training provider will be forwarded for approval at this time. Note that the SBE meets every other month beginning in January. To be considered for approval, applications must be received approximately seven weeks prior to a scheduled SBE meeting.
If applications are received too late to process for the next SBE meeting, they will be held and recommended for approval at the following SBE meeting. In the event that additional funding is appropriated at a later date, training priority will be given to new applicant school districts and county offices of education that are under state administration and to those whose financial statements have been certified as qualified or negative within the past five years.
The approved CBO training providers are:
- California Association of School Business Officials (CASBO)
- California State University, Bakersfield
- California State University, Fullerton University Extended Education and College of Education-Educational Administration Department
- Charter Schools Development Center, Inc.
- Total School Solutions
- University of California, Riverside Extension
- University of Southern California, Rossier School of Education
Links to the Web sites of the approved training providers can be found at http://www.cde.ca.gov/fg/fo/r14/cbot06providers.asp. You are encouraged to examine their programs in order to determine the training program that best meets the needs of the nominated candidates. Note that each approved training candidate must complete the entire course of instruction offered by the selected provider.
Specific Instructions
Be sure to type or print the information requested in the application so that it is clearly legible. Show the complete name of the district, county office of education, or direct-funded charter school; please do not abbreviate.
The nominated training candidate must either be employed full-time as a chief business or financial officer by a school district, county office of education, or direct-funded charter school, or may be nominated for training by a school district, county office of education, or direct-funded charter school. Locally funded charter schools may have candidates nominated through their authorizing LEA.
The name of the selected state-qualified training provider, along with the date that the training begins for the nominated candidate, must be shown in order for the application to be recommended for approval. Candidates enrolled in training programs that commenced prior to the SBE’s approval of the state-qualified training programs (May 11, 2006) are not acceptable training candidate nominees and will not be approved. Although verification of a candidate’s acceptance into the designated training program is not required in order for the SBE to approve a training request, verification must be received by the CDE prior to awarding the initial $1,500 incentive funding to an LEA. The remaining $1,500 will be awarded upon completion of the training.
Read the statements in the “Assurances” section carefully before checking the boxes and providing a signature. The school district or county superintendent or designee, or the direct-funded charter school administrator must sign the assurances.
The contact information provided at the bottom of the form should be someone in the school district, county office of education, or direct-funded charter school who is familiar with the application and program requirements and who can answer any questions that may arise.
