Dear Select County Superintendents of Schools, Auditors, and Treasurers:
This apportionment, in the amount of $5,144,752, is made from funds provided by Schedule 2 of Item 6110-125-0001 of the Budget Act of 2006 (Chapter 47, Statutes of 2006) in support of the English Language Acquisition Program (ELAP). Funding is provided for each eligible pupil enrolled in any of grades four through eight, pursuant to the California Education Code (EC), commencing with Section 400. These funds are to be used to conduct academic assessments, provide instructional programs and supplemental instructional support, and coordinate services and funding sources for English learners.
This payment funds an additional $9.19 per eligible pupil, increasing the total amount received in fiscal year 2006-07. For more information regarding the increase in funds, please refer to the January 24, 2008, letter sent by the Language Learner and Support Division to county and district superintendents.
The ELAP is included in the charter school block grant funding model pursuant to EC Section 47634.4. Therefore, charter schools that are participating in the funding model will receive their funding for this program as part of the categorical component of the charter school block grant, which is allocated as part of the principal apportionment. Charter schools that are not participating in the funding model will receive their funding for this program through their chartering agency.
Warrants will be mailed to each county treasurer approximately four weeks from the date of this Notice. For standardized account code structure coding (SACS), use Resource Code 6286, English Language Acquisition Program, Teacher Training and Student Assistance, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform local educational agencies immediately regarding this apportionment.
