Letter Head: Jack O'Connell, State Superintendent of Public Instruction, Phone number 916-319-0800

February 15, 2008

Dear County Superintendents of Schools, Auditors, and Treasurers:

This apportionment, in the amount of $1,346,156,962, is made from funds provided by Item 6110-234-0001 of the Budget Act of 2007 (Chapter 171, Statutes of 2007) in support of the Kindergarten Through Grade Three Class Size Reduction (K-3 CSR) Program. The provisional apportionment for each local educational agency (LEA) is based on its estimate of program enrollment submitted on the K-3 CSR application, less any amount received in the October 2007 advance apportionment. Each LEA’s estimated enrollment has been capped based on its prior year California Basic Educational Data System enrollment.

Final entitlements will be calculated after actual program enrollment counts, submitted on form J-7CSR, are received in May 2008.  By early March 2008, details regarding the submission of form J-7CSR will be posted on the CSR Forms and Instructions Web site at

Direct-funded and locally funded charter schools that applied for the K-3 CSR Program on their own behalf are listed separately on the enclosed apportionment schedule. Funding for charter schools that did not apply on their own behalf is included in the chartering agency’s entitlement if the chartering agency included charter school enrollment data in its application.

Warrants will be mailed to each County Treasurer approximately four weeks from the date of this Notice. For standardized account code structure coding, use Resource Code 1300, Class Size Reduction, Grades K-3 or Resource Code 0000, Unrestricted, and Revenue Object Code 8434, Class Size Reduction, Grades K-3.

To view the schedule of apportionment or for additional information, please visit the California Department of Education Categorical Programs Web site at  County superintendents of schools are requested to inform LEAs, including applicant charter schools, immediately about this apportionment.
