Dear County Superintendents of Schools and Treasurers:
This apportionment, in the amount of $508,531,450, is made from funds provided in Item 6110-234-0001 of the Budget Act of 2009 (Chapter 1 of the Third Extraordinary Session and Chapter 1 of the Fourth Extraordinary Session, Statutes of 2009). Although the Provisional Apportionment, based on the estimated level of participation reported on the Operations Application less funds provided in the Advance Apportionment, is usually processed at this time, due to time constraints for updating the Kindergarten and Grades One through Three Class Size Reduction (K‑3 CSR) Program database system to reflect new reporting criteria, and in the interest of not delaying funding, this Second Advance Apportionment for each school district and charter school equals the funding provided in the (First) Advance Apportionment in November 2009. Specifically, this advance payment is equal to 50 percent of the 2008-09 Total Provisional Apportionment which was based on estimated pupil enrollment counts submitted on the 2008-09 Operations Application, less amounts previously apportioned. The 2009-10 funding rates remain the same as in 2008-09 at $1,071 per pupil for Option One (full day) classes and $535 per pupil for Option Two (half day) classes.
County superintendents of schools are requested to inform school districts and charter schools of this apportionment. Direct-funded and locally funded charter schools that applied for the K-3 CSR Program on their own behalf are listed separately on the apportionment schedule. Funding for charter schools that did not apply on their own behalf is included in the authorizing entity's entitlement if that entity included charter school enrollment data on its 2008-09 Operations Application and that charter school is still eligible to be included on its authorizing entity's application. Warrants will be mailed to each county treasurer approximately four weeks from the date of this Notice. Final entitlements for the 2009-10 K-3 CSR Program will be calculated and adjustments made to provisional funding after actual enrollment is reported on the 2009-10 Form J-7CSR to the CDE in May 2010. Details regarding the submission of the Form J-7CSR will be posted to the K-3 CSR Web page at a later date.
