Dear Select County Superintendents of Schools, Auditors, and Treasurers:
This apportionment, in the amount of $5,552,747, is made from funds provided by Item 6110-232-0001 of the Budget Act of 2007 (Chapter 171, Statutes of 2007) in support of the grades ten through twelve component of the Morgan-Hart Class Size Reduction Program (California Education Code Section 52084). Incentive funding for this component is provided to participating school districts to reduce class size to an average of 20 students to 1 teacher in one grade level (ten, eleven, or twelve) and in one subject area (English, mathematics, science, or social studies). In order to receive funds, a district must implement the program district wide in the designated grade level, and the program must have been funded prior to June 30, 1998.
The first apportionment provided a partial payment of 2007-08 funds in support of the grade nine component of the Morgan-Hart Class Size Reduction Program. This second apportionment represents 100 percent funding to local educational agencies (LEAs) that applied for 2007-08 funds for the grades ten through twelve component. Adjustments were made to reflect California Education Code Section 52084(g) which requires that no participating school district shall receive in excess of the amount received in fiscal year 1997-98 for this program.
Each participating school district must submit a fiscal year 2007-08 Form J-9MH-A, Report of Enrollment, to certify that the district implemented the program in fiscal year 2007-08, and adhered to the maximum average class enrollment. The J-9MH-A forms and instructions will be available to the LEAs in June 2008 on the California Department of Education (CDE) Web site at http://www.cde.ca.gov/fg/aa/ca/mhcsr9thgrade.asp.
Funding for the Morgan-Hart Class Size Reduction Program is included in the charter school categorical block grant, which is allocated as part of the principal apportionment. The enrollment for charter schools, therefore, has been excluded from the enrollment data that generate Morgan-Hart funding for chartering agencies.
Warrants will be mailed to each county treasurer approximately four weeks from the date of this Notice. For standardized account code structure coding, use Resource Code 1200, Class Size Reduction, Grade Nine, and Revenue Object Code 8435, Class Size Reduction, Grade Nine.
