Dear Select County Superintendents of Schools, Auditors, and Treasurers:
This apportionment, in the amount of $133,523,572 , is made from funds provided in Item 6110-108-0001 of the Budget Act of 2006 (Chapter 47, Statutes of 2006) as amended by Assembly Bill 1811 (Chapter 48, Statutes of 2006) in support of the Middle and High School Supplemental Counseling program. The program was enacted by the provisions of Assembly Bill 1802 (Chapter 79, Statutes of 2006) as amended by Senate Bill 1131 (Chapter 371, Statutes of 2006). The funds are to be used to provide additional counseling services to pupils in grades seven through twelve. The law requires participating school districts and charter schools to provide supplemental counseling services, as specified, through personnel who hold a valid pupil personnel services credential, and report annually to the California Department of Education (CDE) on the participation and success of the program.
This apportionment represents 75 percent of the total estimated entitlement to funds for each school district and direct-funded charter school that submitted to the CDE by December 8, 2006, written assurances that it would meet the statutory requirements for the Middle and High School Supplemental School Counseling program. The estimated entitlement for each school district and direct-funded charter school is equal to its California Basic Educational Data System enrollment for grades seven through twelve times a rate of $66.22, with minimum funding levels of $5,000 for school sites with enrollment of 100 or fewer in grades seven through twelve, $10,000 for school sites with enrollment of 101 through 200 in grades seven through twelve, and $30,000 for school sites with enrollment of over 200 in grades seven through twelve.
School districts, district-authorized charter schools, and direct-funded charter schools authorized by county offices of education are eligible to receive funds from this program. Direct-funded charter schools applied individually, and we identify the amount for direct-funded charter schools separate from the district or county amount. Locally funded charter schools applied through their authorizing district, and the funding associated with the charter school is included in the district amount.
As a condition of receiving these funds, each applicant district and direct-funded charter school provided written assurance to the State Superintendent of Public Instruction (SSPI) that it will meet the statutory requirements of the Middle and High School Supplemental Counseling program. Warrants will be mailed to county treasurers approximately four weeks from the date of this Notice. For standardized account code structure (SACS) coding, use Resource Code 7080, Middle and High School Supplemental Counseling Program, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform school districts and direct-funded charter schools immediately of this apportionment.
