Dear County Superintendents of Schools:


This apportionment, in the amount of $3,572,357, is made from funds provided in Provision 2 of Item 6110-488-0001 of the Budget Act of 2010 (Charter 712, Statutes of 2010). Funding is provided to new charter schools that began operation in the 2008–09, 2009–10, or 2010–11 fiscal years, and may be used for any educational purpose.

The amount paid in this apportionment reflects 50 percent of each local educational agency’s (LEA) preliminary New Charter School Supplemental Categorical Block Grant entitlement. Preliminary entitlements were calculated for each new charter school that began operation in the 2008–09, 2009–10, or 2010–11 fiscal year at a rate of $127 per unit of charter school average daily attendance at the 2010–11 first principal apportionment. An exception is that locally funded charter schools that converted from a preexisting school between the 2008–09 and 2010–11 fiscal years are not eligible for funding. Final entitlements will be calculated based on each charter school’s average daily attendance at the 2010–11 second principal apportionment.

The schedule of apportionment identifies the amount for direct-funded charter schools separate from the district or county amount. Funding associated with all locally funded charter schools is included in the district or county amount. A detailed list providing each preliminary school level entitlement is also posted on CDE’s Categorical Programs Web site. A charter school that receives funding pursuant to this grant shall not receive additional funding for programs specified in paragraph (2) of subdivision (a) of the Education Code Section 42605, with the exception of the program funded pursuant to Item 6110-211-0001 of Section 2.00 of the annual Budget Act (Charter School Categorical Block Grant).

Beginning in fiscal year 2010–11, letters of apportionment from the California Department of Education (CDE) School Fiscal Services Division are no longer being mailed to the county superintendents of schools. Instead, county superintendents will be notified of each apportionment by e-mail. Accordingly, the CDE has sent an e-mail to each county superintendent, addressed to the county’s CDEfisc e-mail address, to inform him or her of this apportionment. The CDE requests that the e-mail be forwarded to all LEAs in the county, including direct funded charter schools, to immediately inform them of this apportionment.
