Dear Select County Superintendents of Schools:

NOTICE OF SECOND APPORTIONMENT FOR
SPECIAL EDUCATION—MENTAL HEALTH SERVICES
FISCAL YEAR 2010−11

This apportionment, in the amount of $3,100,000, is made from Section A of the State School Fund with funds provided in Provision 18 of Item 6110-161-0001 of the 2010 Budget Act (Chapter 712, Statutes of 2010) for the purpose of providing pre-referral mental health services required by an individualized education program pursuant to the federal Individuals with Disabilities Education Act and pursuant to California Education Code (EC) Section 56331.

This apportionment equals the remaining ten percent of the total $31,000,000 budget appropriation. Pursuant to EC sections 56836.06 and 56836.07, it is distributed to special education local plan areas (SELPAs) based on a rate per unit of average daily attendance (ADA) reported for the 2010−11 second principal apportionment, minus the amount paid in November 2010. The rates per ADA are $5.2042059497 for the statewide SELPAs and $0.0484148133 for the Los Angeles Court Schools SELPA. Information pertaining to this apportionment, including a copy of this apportionment letter and the schedule of apportionment, is posted on the California Department of Education Special Education Programs Web site at http://www.cde.ca.gov/fg/aa/se/sep1appnform04.asp.

Warrants will be mailed to each county treasurer approximately three weeks from the date of this letter. For standardized account code structure (SACS) coding, use Resource Code 6500, Special Education, and Revenue Object Code 8590, All Other State Revenue. County superintendents of schools are requested to inform their school districts immediately of all data regarding this apportionment.
