Dear Prospective Bidders:

PRIMARY REQUEST FOR PROPOSAL FOR THE ADULT EDUCATION ASSESSMENT AND ACCOUNTABILITY CONTRACT

The California Department of Education (CDE) requests proposals for a two-year assessment and accountability contract for adult education. The contractor will provide assessment tools for local adult schools and provide accountability via student data collection, performance based outcomes, and federal reporting that supports high performing literacy and basic skills programs, as defined by the Workforce Investment Act (WIA), Title II Adult Education and Family Literacy Act. Contractor must ensure that all assessment tools are approved by the U.S. Department of Education, Office of Vocational and Adult Education. Contractor will provide assessment instruments and support materials to all state and local programs for all levels of adult basic education; collect data to report required assessment and accountability information meeting state and federal reporting requirements for performance benchmarks; and provide training and technical assistance related to the accurate administration, collection and reporting of assessment and accountability information.

Sole proprietorships, partnerships, public or private agencies, unincorporated organizations or associations may submit proposals in response to this Request For Proposal (RFP). The successful bidder must be legally constituted and qualified to do business within the State of California. With the exception of organizations whose legal status precludes incorporation (i.e., public agencies, sole proprietorships, and partnerships) bidders that are not fully incorporated by the deadline for submitting proposals will be disqualified.

Interested applicants should note the timeline for the application in Section 4.7 of this RFP. Dates to note include:

  • Request for proposal release date is September 9, 2010.
  • Intent to Submit a Proposal is due by September 22, 2010.
  • The deadline for submitting a proposal is October 22, 2010.
  • The projected contract start date is February 1, 2011.

The CDE has set a cost limit of $4.0 million for this project, to be expended at approximately $2.0 million per year. The project is funded 100 percent from federal funds issued through the WIA, Title II. Contract funding is contingent on federal funding. All questions, with the exception of questions regarding the California Disabled Veterans Business Enterprise (DVBE) participation goals, regarding the proposal must be submitted in the manner described in Section 4.5.
