Funding is provided to reimburse local educational agencies (LEAs) and charter schools the costs associated with administering the Standardized Testing and Reporting (STAR) Program, California English Language Development Test (CELDT), and the California High School Exit Examination (CAHSEE). The amount apportioned per pupil per test is established by the State Board of Education (SBE).

Standardized Testing and Reporting Program Apportionment
The STAR Program apportionment funds are unrestricted funds to reimburse LEAs and charter schools for costs associated with the STAR Program that are above and beyond the California Department of Education (CDE) statewide contract with test contractors. The tests included in the STAR Program are the California Standards Tests (CSTs), California Modified Assessment (CMA), California Alternate Performance Assessment (CAPA), and Standards-based Tests in Spanish (STS).

California English Language Development Test Apportionment
Funding is provided to reimburse LEAs and charter schools the costs associated with administering the CELDT. The CELDT is a criterion-referenced examination and is aligned to the California English-language development standards adopted by the SBE. Approximately 1,060 LEAs administer the CELDT during various testing periods.

California High School Exit Examination Apportionment
Funding is provided to reimburse LEAs and charter schools the costs associated with administering the CAHSEE. The CAHSEE is a criterion-referenced examination and, as required by law, is aligned to the California academic content standards in English-language arts and mathematics adopted by the SBE. Approximately 734 LEAs administer the CAHSEE on testing dates designated by the State Superintendent of Public Instruction (SSPI).
