Dear Prospective Bidders:
REQUEST FOR PROPOSALS
CALIFORNIA HIGH SCHOOL EXIT EXAMINATION INDEPENDENT EVALUATION
November 1, 2010 –November 30, 2014
This enclosed Request for Proposals (RFP) invites submissions from eligible bidders to conduct an independent evaluation of the California High School Exit Examination (CAHSEE) as required by California Education Code Section 60855. Public or private corporations, agencies, organizations, or associations with at least 36 months of experience in conducting evaluations of large-scale assessments may submit proposals in response to this RFP. The bidder must be legally constituted and qualified to do business within the State of California (registered with the Secretary of State). With the exception of bidders whose legal status precludes incorporation (i.e., public agencies, sole proprietorships, partnerships), bidders who are not fully incorporated by the deadline for submitting proposals shall be disqualified.
It is anticipated that this contract will begin approximately on or after November 1, 2010, and will be completed on November 30, 2014. The actual start date of the contract is contingent upon approval of the contract by the Department of General Services and continued legislative authorization. Contract funding is contingent upon appropriation in the annual Budget Act. The California Department of Education (CDE) anticipates a maximum of $1,418,000 for the 49-month contract period.
Dates to note include:
July 21, 2010: The bidders’ conference is to be held in Sacramento, California at 2 p.m. Pacific Time (PT). Attendance is optional.
July 28, 2010: The Intent to Submit a Proposal must be received by noon PT at the CDE’s Assessment, Accountability, and Awards Division (AAAD) via mail, hand-delivery, e-mail or fax to the contact information noted below.
July 28, 2010: All questions, with the exception of questions regarding the California Disabled Veteran Business Enterprise (DVBE) Participation Goals, must be submitted in the manner described in Section 4.6 of the RFP and must be received no later than noon PT.
September 8, 2010: The Technical and Cost Proposals (submitted separately) must be received by noon PT, at the AAAD. The proposals must be received at the address noted below. Transmission of the proposal by electronic mail (modem/internet) or fax shall not be accepted.
