Erratum #3: August 16, 2011

Erratum #3 refers to changes as a result of the questions and answers from perspective bidders.
Section 3.1.A.1, page 8

Delete last sentence of first paragraph:
"Camera-ready tests must be itemized separately in the Cost Proposal."

Section 3.1.A.2 Table 1, page 9

Delete second row, 2012–13 in its entirety.

Section 3.1.A.3, page 10

Delete second paragraph in its entirety:
"By March 15, 2015, the successful bidder must deliver to the next contractor all electronic data files, file layouts, reports, Web applications, all supporting documentation, and all other materials developed for the CELDT program. Table 2 indicates the file formats that must be used for electronic deliverables. Data must be provided on CD or DVD with appropriate encryption or via secure File Transfer Protocol (FTP)."

Replace second paragraph with the following text:
"By March 15, 2015, the successful bidder must deliver to the next contractor camera-ready tests and all electronic data files, file layouts, reports, Web applications, all supporting documentation, and all other materials developed for the CELDT program. Camera-ready tests must be itemized separately in the Cost Proposal. Table 2 indicates the file formats that must be used for electronic deliverables. Section 3.2.F, Released Test Questions, page 19

Delete paragraph in its entirety:
"In the spring of 2014 or immediately after operational item selection has occurred for the 2013–14 CELDT Edition, the successful bidder must identify from the item database, a set of items that can be released and included in the Released Test Questions (RTQ) document produced by the CDE. The successful bidder must make recommendations to the CDE on the content of the current RTQ document in terms of items to add, remove or replace. All items in the set must be statistically sound and represent a range of the ELD Standards."

Replace paragraph with the following text:

Delete second paragraph in its entirety:
" It is possible that development of 2015–16 CELDT Edition might not be necessary, therefore, development of a camera-ready CELDT edition must be cost out separately from the overall contract cost."

Replace second paragraph with the following text:
" It is possible that development of 2015–16 CELDT Edition might not be necessary, therefore, all costs for the development of a camera-ready CELDT edition must be itemized separately in the Cost Proposal."

Section 3.3.B,  Test Specifications, page 25

Delete fourth sentence:
"The successful bidder must provide the CDE with the test specifications at least 20 days prior to the delivery of item writer training materials for CDE review or within ten working days upon CDE request if changes have been made."

Replace fourth sentence with the following text:
"The successful bidder must provide the CDE with the test specifications at least 20 working days prior to the delivery of item writer training materials for CDE review or within ten working days upon CDE request if changes have been made."

Section 3.3.C, Test Form Production, page 26

Delete last sentence of the second paragraph below Table 3 in its entirety:
" The proposal must outline the number of forms and special test versions that will be developed and produced for the 2013–14 and 2014–15 editions."

Replace last sentence of the second paragraph below Table 3 with the following text:
"The proposal must outline the number of forms and special test versions that will be developed and produced for the 2013–14, 2014–15, and 2015–16 editions in accordance with Table 3."

Section 3.3.G, Special Test Versions, page 28

Delete first bullet in its entirety:
"Special test versions will have to be created only one time in this contract to be administered starting with the 2013–14 CELDT Edition."

Replace first bullet with the following text:
"Special test versions will have to be created for the 2013–14 and 2015–16 CELDT Editions."

Section 3.3.K.2, Annual Update, page 30-31

Delete paragraph in its entirety:
"The proposal must specify the production of a new answer document for each school year during the contract period and prepare camera-ready forms for the transition year (2012–13) to the next contract, no later than March 31, 2012. The same answer document must be used for all test administrations within each school year during the contract period, so the information reported for the annual results will be consistent."

Replace paragraph with the following text:
"The proposal must specify the production of a new answer document for each school year during the contract period and prepare camera-ready forms for the 2015–16 Edition to the next contract, no later than March 31, 2015. The same answer document must be used for all test administrations within each school year during the contract period, so the information reported for the annual results will be consistent."

Delete incorrect spelling in the third paragraph before Table 4: "materiasl"

Replace with correct spelling: "materials"

Section 3.4.D.2a, Pre-ID Data Entry, page 36

Delete last sentence in its entirety:
"The Pre-ID system must allow for the imprinting of answer documents with student information data and required demographic information."

Replace last sentence with the following text:
"The Pre-ID system must allow for the production of barcode labels with student demographic information to be placed on scannable answer documents.”

Section 3.8, Analysis of Test Results, page 49

Delete text in first sentence: "2013"

Replace with the following text: "2015"

Section 3.9.B.1a, Design of Reports, page 53

Delete paragraph in its entirety:
"The successful bidder must design and produce reports with a professional appearance. The proposal must describe how student score reports will be designed to limit the likelihood of forgery or falsification of records. The Student Performance Level Reports must be printed using at least two colors on a unique template that makes no reference to the successful bidder. Reports must contain, but not be limited to, student identification and demographic information, LEA information, test purpose and date, scale scores by domain and Overall, and Comprehension Score. Reports must also indicate when scores have been affected by testing irregularities or the use of modifications and alternate assessments. One paper copy of each student score report must be provided to LEAs, so that the LEA may provide each student’s parent or guardian with a paper original, and maintain a copy in the student’s permanent record."

Replace paragraph with the following text:

Add the word “monthly” to the first sentence. Delete the first sentence of the second paragraph in its entirety:
"For each batch of answer documents received by the successful bidder, each LEA must be provided with the following: one paper copy of the LEA-level report; one paper copy of each school level report with summary information; a roster of individual student scores for each school; and downloadable electronic reports."

Replace first sentence of the second paragraph with the following text:
"For each monthly batch of answer documents received by the successful bidder, each LEA must be provided with the following: one paper copy of the LEA-level report; one paper copy of each school level report with summary information; a roster of individual student scores for each school; and downloadable electronic reports."

Section 3.9.B.4, Test Results Interpretation Guides, page 55

Delete first paragraph in its entirety:
"The proposal must address how the bidder will design and produce translations of the student level performance reports, and then design and produce Test Results Interpretation Guides (TRIGs). There are two TRIGs: one for K–1 and one for grades 2–12. The two TRIGs must be translated into the top three ELs’ primary written languages in the state. An English version must also be produced."

Replace first paragraph with the following text:
"The proposal must address how the bidder will design and produce translations of the student level performance reports, and then design and produce Test Results Interpretation Guides (TRIGs). Currently, there are two TRIGs: one for K–1 and one for grades 2–12. The TRIGs must be translated into the top three ELs’ primary written languages in the state. An English version must also be produced."

Section 3.11.B, Test Materials and Data Collection, page 63

Delete second paragraph in its entirety:
The successful bidder must also collect, for kindergarten students only, data indicating whether or not the student was enrolled in a pre-school prior to entering kindergarten. This data may be provided by school officials, or by the parents of the student. In addition, the successful bidder must collect ratings of English language proficiency of the sample of students in the study from their classroom teachers."

Replace second paragraph with the following text:
"The successful bidder must also collect, for kindergarten students only, data indicating whether or not the student was enrolled in a pre-school prior to entering kindergarten. This data may be provided by school officials, or by the parents of the student. In addition, the successful bidder must collect ratings of English language proficiency of the sample of students in the study from their classroom teachers. For kindergarten and grade one students, the successful bidder must collect individual student identification data to allow for comparisons of yearly gains."

Section 5.5.A, Cover Sheet, page 82

Delete the second paragraph in its entirety:
"The total amount must be equal to: (per pupil rate x (multiplied by) anticipated number of test takers as stated in Section 2.3B(3)) + (plus) any additional costs, including but not limited to, fixed costs.”

Replace the second paragraph with the following text:
"The total amount must be equal to: (per pupil rate x (multiplied by) anticipated number of test takers as stated in Section 3.4.B [see Table 5]) + (plus) any additional costs, including but not limited to, fixed costs."
