General child care and development programs provide child development services for low-income children from birth to age 13 and older children with exceptional needs. The programs provide an educational component that is developmentally, culturally, and linguistically appropriate for the chidren served. The funds will target underserved communities as defined by the Local Child Care and Development Planning Councils.
