Descriptive Study of Quality Improvement Efforts

REQUEST FOR PROPOSALS – DESCRIPTIVE STUDY OF LOCAL QUALITY IMPROVEMENT EFFORTS AND OUTCOMES

The California Department of Education, Child Development Division (CDE/CDD) is pleased to announce that funding is currently available to begin a study of local quality improvement initiatives. The purpose of the study is to: 1) assess local quality efforts in California counties and identify indicators used to track child outcome measures, and 2) inform how to better use local, state, and federal funds to improve program quality and support desired child outcomes.

Funding has been made available through the federal American Recovery and Reinvestment Act (ARRA) awarded to California following an application by the California Early Learning Advisory Council (ELAC) in August 2010. A maximum of $1,500,000.00 is available for this project.

The term of the contract is approximately 9 months beginning October 1, 2012, or upon Department of General Services (DGS) approval, whichever occurs last. Individuals, corporations, agencies, organizations, associations, or other interested parties may apply for funding through this Request for Proposals (RFP). All interested bidders will need to review this RFP to ensure compliance with all requirements. The CDD is not responsible for reimbursement of expenses related to submitting a proposal in response to this RFP.

There will be no bidders’ conference conducted for this RFP. Please submit the Intent to Submit a Proposal Form (Attachment 6) by 5:00 p.m. June 12, 2012, if you wish to apply for this contract. Completed proposals must be received in the CDE/CDD office no later than 5:00 p.m. on July 12, 2012. No late proposals will be accepted. Ten (10) copies of the proposal must be received at the address below. One proposal must contain original signatures.
