RTT-ELC QRIS Evaluation Cover letter

Dear Interested Parties:

REQUEST FOR PROPOSALS – CALIFORNIA’S RACE TO THE TOP-EARLY LEARNING CHALLENGE TIERED QUALITY RATING AND IMPROVEMENT SYSTEMS INDEPENDENT EVALUATION

The California Department of Education, Child Development Division (CDE/CDD) is pleased to announce that funding is currently available to begin a study of Race to the Top-Early Learning Challenge (RTT-ELC) Tiered Quality Rating and Improvement Systems (TQRIS) as demonstrated by the 17 RTT-ELC lead agencies (Consortia) in 16 counties. The purpose of the study is to validate the effectiveness of California’s TQRIS by:

  1. Validating, using research-based measures, as described in California’s Quality Continuum Framework and hybrid rating matrix,  whether the tiers in California’s TQRIS accurately reflect differential levels of program quality; and
  1. Assessing, using appropriate research designs and measures of progress, the extent to which changes in quality ratings are related to progress in children’s learning, development, and school readiness.

Funding has been made available through the federal Race to the Top-Early Learning Challenge (RTT-ELC) awarded to California following an application by the Governor in October 2011. A maximum of $5,000,000.00 is available for this project. The CDE/CDD is the lead agency for the RTT-ELC grant.

The term of the contract is approximately two years beginning December 15, 2013, or upon Department of General Services (DGS) approval, whichever occurs last. Individuals, corporations, agencies, organizations, associations, or other interested parties may apply for funding through this Request for Proposals (RFP). All interested bidders will need to review this RFP to ensure compliance with all requirements. The CDD is not responsible for reimbursement of expenses related to submitting a proposal in response to this RFP.

There will be a bidders’ conference conducted for this RFP on September 30, 2013 at noon at the CDE, 1430 N Street, Room 1103, Sacramento, California. Please submit the Intent to Submit a Proposal form (Attachment 11) by noon October 4, 2013, if you wish to apply for this contract. Completed proposals must be received in the CDE/CDD office no later than noon on October 24, 2013. No late proposals will be accepted. Ten (10) copies of the proposal must be received at the address below. One proposal must contain original signatures.
