Title III Immigrant Program Consortia Letter

Subject:  Title III Funding, Immigrant Education Program-Local Educational Agencies Required To Apply Via a Consortium

Under Title III of the No Child Left Behind (NCLB) Act of 2001, the California Department of Education (CDE) provides formula subgrant awards to local educational agencies (LEAs) that have experienced a five percent increase in the enrollment of eligible immigrant students in the 2006-07 school year as compared to the average enrollments over the previous two school years.

For the 2008-09 school year, the subgrant is estimated at the rate of $95 per eligible immigrant student as reported on the spring 2007 Student National Origin Report (SNOR). Your estimated subgrant for 2008-09 is less than $10,000 as identified below. Pursuant to NCLB, Title III Section 3114(d)(1)(B), the CDE must ensure that each Immigrant Education subgrant is of sufficient size and scope to meet the purposes of Title III. Therefore, in order to qualify for a subgrant, your LEA needs to apply as a member of a consortium with one or more LEAs.

To view LEA historical SNOR data, please visit the application process page on the CDE Web site at These data include enrollments of eligible immigrant students in private schools located in LEA geographic jurisdictions. LEAs are required to serve private school students whenever private schools request to participate in the program.

The Title III, Immigrant Education subgrant will be awarded to the LEA identified in the application as the lead LEA of the consortium. The lead LEA, along with each of the consortium’s member LEAs, shall decide on the manner in which services and products funded by Title III will be provided to eligible immigrant students enrolled in each of the participating LEAs.

If the LEA wishes to participate in the Title III, Immigrant Education Program subgrant in 2008-09, the LEA must complete, along with each consortium member, the enclosed Subgrant Funding Consortia 2008-09 Application (Enclosure 1) and return it to the CDE postmarked on or before August 29, 2008, to:
