Title III Immigrant Program Direct Funded Letter

Letter Head: Jack O'Connell, State Superintendent of Public Instruction, California Department of Education

June 24, 2008

Dear County and District Superintendents and Charter School Administrators:

TITLE III FUNDING, IMMIGRANT EDUCATION PROGRAM: LOCAL EDUCATIONAL AGENCIES ELIGIBLE TO APPLY DIRECTLY

Under Title III of the No Child Left Behind Act of 2001, the California Department of Education (CDE) provides formula subgrant awards to local educational agencies (LEAs) that have experienced a five percent increase in the enrollment of eligible immigrant students in the 2007-08 school year as compared to the average enrollments over the previous two school years. Enclosure 2 is a list of Title III-Immigrant Education Program Assurances.

For the 2008-09 school year, the subgrant is estimated at the rate of $95 per eligible immigrant student as reported on the spring 2007 Student National Origin Report (SNOR). Enclosure 1 is the Title III-Immigrant Education Program Subgrant Funding Advice which identifies your eligible student count and estimated subgrant. According to our records, your LEA is eligible to receive a Title III Immigrant Education Program subgrant in an amount that is greater than $10,000. The official application process will be transacted via Part I of the 2008-09 Consolidated Application upon which you will be asked to accept or decline the Title III Immigrant student subgrant. This advanced notification is intended to facilitate planning for next school year. Enclosure 3 is the Title III-Apportionment Schedule-Fiscal Year 2008-09.

To view LEA historical SNOR data, please visit the application process page on the Title III – Immigrant Students Web page at http://www.cde.ca.gov/sp/el/t3/immigrant.asp. These data include enrollments of eligible immigrant students in private schools located in LEA geographic jurisdictions. LEAs are required to serve private school students whenever private schools request to participate in the program.

If you have any questions regarding the Title III application process, please contact David Almquist, Bilingual/Migrant Education Consultant, Language Policy and Leadership Office, at 916-323-5214 or by e-mail at dalmquis@cde.ca.gov.

Sincerely,

JACK O'CONNELL
