Dear Select County and District Superintendents and Charter School Administrators:

ELEMENTARY AND SECONDARY ACT, TITLE III, PART A

LIMITED ENGLISH PROFICIENT STUDENT PROGRAM SUBGRANT PROGRAM 2010-11:

CONSORTIUM APPLICATION

Under the Elementary and Secondary Education Act (ESEA), Title III, Part A, the California Department of Education (CDE) provides formula subgrant awards to local educational agencies (LEAs) that enroll one or more English learner (EL) students. Title III funds are to be used to provide supplementary programs and services to EL students.

Based on the data reported in the 2009 Language Census, your LEA has been scheduled for an estimated Title III Limited English Proficient (LEP) Student Subgrant in 2010-11. The estimated per-pupil allocation in 2010-11 is $102.60. Pursuant to ESEA, Section 3114 (b), a state educational agency shall not award a Title III LEP Student Subgrant in an amount that is less than $10,000. LEAs scheduled to receive a subgrant of less than $10,000 must form a consortium where the subgrant generated by the participating LEAs collectively equals or surpasses $10,000.

If your LEA wishes to participate in the Title III LEP Student Subgrant Program in 2010-11, you must form a consortium, choose a lead, and then complete the online consortium application along with each consortium member, on or before June 30, 2010. Existing consortia must also submit an application. For the application and all related information such as eligibility amounts, assurances, the apportionment schedule, or clarification regarding consortium lead responsibilities, please visit the Title III Request for Applications Web page at http://www.cde.ca.gov/fg/fo/r22/lep10rfa.asp. The online application will require your PIN and Password.

NOTE: For security purposes, your PIN will arrive in a separate document at or around the same time as this letter.
