2012 LEP Consortium Application Password Letter

Dear Select Charter School Administrators:

ELEMENTARY AND SECONDARY EDUCATION ACT, TITLE III, PART A LIMITED ENGLISH PROFICIENT STUDENT SUBGRANT PROGRAM 2012–13: CONSORTIUM APPLICATION

Under the Elementary and Secondary Education Act (ESEA), Title III, Part A, the California Department of Education (CDE) provides formula subgrant awards to local educational agencies (LEAs) that enroll one or more English learner (EL) students. Title III funds are to be used to provide supplementary programs and services to EL students.

Based on the data reported in the 2012–13 Pupil Estimates for New or Significantly Expanding Charters report, your LEA has been scheduled for an estimated Title III Limited English Proficient (LEP) Student Subgrant in 2012–13. The per-pupil allocation in 2012–13 is $105.69. Pursuant to the ESEA, Section 3114(b), a state educational agency shall not award a Title III LEP Student Subgrant in an amount that is less than $10,000. LEAs scheduled to receive a subgrant of less than $10,000 must form a consortium where the subgrant generated by the participating LEAs collectively equals or surpasses $10,000.

If your LEA wishes to participate in the Title III LEP Student Subgrant Program in 2012–13, you must form a consortium, choose a lead, and then complete the online consortium application along with each consortium member on or before January 25, 2013.

Please note: LEAs that do not apply by the deadline will need to wait until the 2013–14 funding cycle to apply for Title III funding.

For the application and all related information such as eligibility amounts, assurances, or clarification regarding consortium lead responsibilities, please visit the CDE Title III Request for Applications Web page at http://www.cde.ca.gov/fg/fo/r28/lep12rfa.asp. The online application will require your personal identification number (PIN) and Password.

Note: For security purposes, your PIN will arrive in a separate document at or about the same time as this letter.
