Dear Select District and County Superintendents and Direct-Funded Charter School Administrators Serving Grades Seven through Twelve:
The California Department of Education (CDE) is seeking applications for the American Recovery and Reinvestment Act (ARRA) Enhancing Education Through Technology (EETT) Competitive Grant Program. Grant awards will be identified through a competitive Request for Application (RFA) review process. There will be approximately $36 million available to be awarded for these grants. President Obama signed the ARRA into law on February 17, 2009 and these funds are available for expenditures made between July 1, 2009 through September 30, 2011.
The ARRA EETT Competitive Grant Program was established in the 2010-11 California Budget Act. The purpose of the program is to provide funding to promote the acquisition, maintenance and use of data to improve college and career readiness and/or to improve the high school graduation rate in school districts and direct-funded charter schools serving students in grades seven through twelve, inclusive. The RFA for the ARRA EETT Competitive Grant Program is available on the CDE Web site at http://www.cde.ca.gov/fg/fo/r5/eettca10rfa.asp. The RFA details the funding structure, funding priorities, and programmatic requirements of the ARRA EETT Competitive Grant Program. The application must be received by the CDE no later than 5 p.m. on November 12, 2010. The application and review process has been streamlined to meet the requirement of the Budget Act which specifically allows only 45 days from the enactment of the budget for the entire process to be completed.
The Budget Act also set aside the RFA for the ARRA EETT Competitive Grant Program which was released by CDE in September 2009. LEAs that submitted an application under that RFA will be given an opportunity to use that same application for the 2010 - 11 EETT Competitive Grant Program which will be announced under a separate letter.
