Question:

Has the California Department of Education (CDE) had representation in DC before? And why the new RFP?

Answer:

The current federal liaison contract for CDE representation in Washington, DC expires on December 31, 2009. State of California contracting rules require the CDE to competitively bid the services, hence the new RFP.

Question:

I have reviewed the RFP, but Section 4.1 is the section that remains problematic. The section refers to certification to do business with the State. I don’t see the certification process or forms readily available on the Web site provided: CA Secretary of State Web site External link opens in new window or tab. . Might you direct me to the particular entry on this or any other web site that provides the information I need and apparently must adhere to?

Answer:

The requirement to be legally constituted and qualified to do business within the State of California is applicable to this Request for Proposal (RFP). The RFP indicates that the bidder must provide a copy of the Certificate of Good Standing.
