Principal Apportionment Revenue and Attendance Data Collection Software release notes.
Attendance Software

The Principal Apportionment Attendance software is no longer available for school districts and charter schools to report their attendance data. The school districts and charter schools will now use the Principal Apportionment Revenue and Attendance Data Collection Software (formerly called the Principal Apportionment Revenue Software) to submit their attendance data.

Basic Aid Open Enrollment

A new program was added to the Principal Apportionment Revenue and Attendance Data Collection Software entitled Basic Aid Open Enrollment. The entry screen is only available to a district of enrollment that is also identified as a basic aid district. A district of enrollment that is basic aid will receive 70 percent of the amount that would have been apportioned to the district of residence for a pupil that has been enrolled at least two years in the basic aid district pursuant to the open enrollment provisions (Education Code Section 48359.5). ADA for pupils in their first year of enrollment should be reported in the School District Attendance entry screen, not the Basic Aid Open Enrollment screen.

District Revenue Limit Adjustment

The Miscellaneous District Revenue Limit Adjustments data collection screen (Tab-B) has been removed to conform to the elimination of the revenue limit calculation functionality.

Independent Study

Two new lines have been added to the Attendance County Operated Programs COE form. The two new lines are for reporting ADA for students in full-time Independent Study (Line B-1) and ADA not eligible for funding generated through Independent Study (Line B-2).

Necessary Small Schools

Data Collection for the Necessary Small Schools attendance will no longer be aggregated but instead be reported by grade span.

Data Collection for Prior Year Full-time Teachers and ADA and Prior Year FTE and ADA is now collected on Lines C-1 and C-2.

Revenue Limit Calculations

Because there have been multiple changes to the funding formula that the California Department of Education could not incorporate into the Principal Apportionment Revenue and Attendance Data Collection Software, the revenue estimate functionality no longer generated meaningful results. Therefore, the revenue limit calculations, SELPA, reconciliation, forecasting, and forecasting parameters functions have been removed from the software. For questions about this change, you may e-mail staff in the Principal Apportionment and Special Education Office at PASE@cde.ca.gov.

Taxes

Line A-13 is now identified as “Redevelopment Property Tax Trust Fund Residual Distributions [Health and Safety Code sections 34183(a)(4), 34183.5(b)(A), and 34188]. A new data entry line has been added to the Taxes entry screen Line A-14 Redevelopment Agency Asset Liquidation, [Health and Safety Code sections 34177 and 34179.6]. The report has been renumbered to reflect these changes.

The Educational Revenue Augmentation Fund (ERAF) page (second page) has been removed from the county tax report since it is not needed for the state to calculate apportionments.

Transitional Kindergarten

A new Transitional Kindergarten line has been added to various reports in the Principal Apportionment Revenue and Attendance Data Collection Software. Pursuant to Education Code Section 46300, report the amount of kindergarten ADA that is attributable to transitional kindergarten, which is defined as the first year of a two-year kindergarten program.
