Beginning Teachers Salary
The Beginning Teachers Salary process and report has been removed from the Principal Apportionment Revenue Software pursuant to Education Code Section 45023.1, which was amended by Assembly Bill (AB) 851(Chapter 374, Statutes of 2009).
Due to the changes made by Education Code Section 42605 the fields (listed below) for the Cal-SAFE program have been disabled and will not be collected in the Principal Apportionment Revenue/Attendance Software.

The Charter School Revenue Limit calculation has again been disabled. County and District calculations will not reflect the Charter School Revenue Limit calculation dependencies in their respective programs and calculations.
- Economically Disadvantage (ED)
Reminder: Economically Disadvantaged pupil counts are collected at the First Principal (P-1) Apportionment. As such, the ED pupil counts must be reported at P-1 to receive funding. When submitting any revised P-1 ED pupils data in Line A-1, you must notify the California Department of Education (CDE) by calling Melissa Collier at 916-445-7354 or by e-mail at firstname.lastname@example.org.
- Continuing charter schools
The funding formula for Economic Impact Aid is based on prior year ED pupil counts. As such, the data are collected at the 2010-11 P-1 reporting period for use in the 2011-12 apportionment. The 2010-11 apportionment will be based on the ED pupil counts reported at 2009-10 P-1.
- Newly operational charter schools
The funding formula for Economic Impact Aid is based on current year ED pupil counts reported at the
2010-11 P-1 reporting period.

Community Day School (CDS) Additional Funding for Mandatory Expelled Pupils
A new report was added for the CDS Additional Funding for Mandatory Expelled Pupils in the Principal Apportionment Revenue Software to calculate the CDS funding for the mandatorily expelled pupils.
Funding calculations for the Adult Education Program, Community Day School Additional Funding, GATE, Regional Occupational Centers/ Programs, and Supplemental Instruction Programs are now available in the Principal Apportionment Revenue Software to estimate the funding for each program.
Meals for Needy Pupils
The Meals for Needy Pupils report and the data collection field, Pupil Participation for Meals for Needy (Line A-5), on the District Revenue Limit Adjustments report have been removed from the Principal Apportionment Revenue Software pursuant to Education Code Section 42241.2, which was amended by AB 851.
Revenue Limit Adjustments - Special Adjustment Calculation (Only Live Oak Elementary and Soquel Union Elementary)
The Revenue Limit Adjustments – Special Adjustment Calculation report for (44-69765) Live Oak Elementary and (44-69849) Soquel Union Elementary has been removed from the Principal Apportionment Revenue Software pursuant to Education Code Section 42238.22, which was amended by AB 851. Special adjustments for Live Oak Elementary and Soquel Union Elementary are no longer displayed on the Special Revenue Limit Adjustments (Line B-6) of the School District Revenue Limit report.
School District Revenue Limit
Meals for Needy Pupils (Line B-5) and Beginning Teachers Salary Incentive Funding (Line B-9) have been removed from the School District Revenue Limit report. The report has been renumbered to reflect these changes.
School District Revenue Limit – Calculation
Education Code sections 42238(c)(1)(A) and 42238(c)(2), added by AB 851, provide that revenue limit add-on funding adjustments be made to local educational agencies for the changes made to Meals for Needy Pupils funding, Beginning Teachers Salary funding, and special adjustments for Live Oak Elementary and Soquel Union Elementary. A new section has been added to the School District Revenue Limit – Calculations report, entitled Add-on Portion for Meals, BTS, and Special Adjustments (Lines C-1 through C-4), to calculate the add-on amount, which is then added to the Base Revenue Limit per ADA. The add-on amounts on Lines C-1 and C-3 are preloads and school districts can view the details of the calculation for the preloads (XLS; 159KB; 24pp.) at the California Department of Education Web site. The report has been renumbered to reflect these changes.
