Statewide Evaluation for After School Programs

Annual data collection for elementary and middle schools is a requirement of before and after school funding.

California Education Code Section 8484 states that after school programs shall submit annual outcome based data for evaluation, including measures for academic performance, attendance, and positive behavioral changes. The California Department of Education (CDE) may consider these outcomes when determining eligibility for grant renewal. As soon as the spring semester (or trimester) concludes, the lead person for evaluation should collect school data on educational results including attendance and Standardized Testing and Reporting (STAR) Program test scores for each student who participated in the after school program. Most of the requested data can be found in students' cumulative records or on a district-based electronic student information system. This evaluation report is important in the overall evaluation of after school programs. It will demonstrate program effectiveness and enable the CDE to collect consistent statewide data for policymakers.

Please note that data collection is different from last year. Statewide Student Identifiers (SSIDs) are required for all reported students. In the future the use of SSIDs will eliminate the need for grantees to report assessment data directly to the CDE. Instead, it will access assessment data via SSIDs. However, this year grantees must still report the assessment data. No narrative information is being collected this year, and the same form is used for both 21st Century Community Learning Centers and the After School Education and Safety programs.

All programs serving elementary and/or middle school students on or before September 15, 2006, must complete the 2006-07 Statewide Evaluation Data Form (XLS; 24.5KB; 2pp.; 28-Aug-2007). Instructions for completing the form are also available.

Completed spreadsheets are due to CDE on October 15, 2007, and can be e-mailed to aspeval@cde.ca.gov. Hard copy reports will not be accepted. Electronic reports on CD may be mailed no later October 15, 2007, to:
