Dear County Superintendents of Schools:
FORM J-7CSR FOR THE K-3 CLASS SIZE REDUCTION PROGRAM,
FISCAL YEAR 2006-07
Enclosed please find one camera-ready copy of the 2006-07 form J-7CSR for the K-3 Class Size Reduction (CSR) program. This form is to be completed by all local educational agencies (LEAs) that are participating in the K-3 CSR program. The data submitted on the J-7CSR will be used to compute the final apportionment for the 2006-07 fiscal year.
Please note that we do not mail copies of this package to individual districts or charter schools. An Excel version of the J-7CSR form and instructions is available on our Web site. (We prefer that LEAs download this file and use it to enter their data, rather than using the enclosed hard copy. However, for those LEAs that do not have access to Excel, the hard copy may be used.) The formulae in the Excel file have been encoded so that all an LEA must do is enter the number of classes of each size in the appropriate grade level section. All other mathematical calculations will be performed automatically. Unfortunately we are not equipped at this time to allow LEAs to submit their completed J-7CSRs over the Internet, so once the data have been entered, the LEA may then print the form, sign it, and forward it to the county office for signature and forwarding to California Department of Education (CDE). A copy of this letter and the Excel version of the form are available at: http://www.cde.ca.gov/ls/cs/k3/formsinst.asp.
The general instructions, signature certification block, and special instructions are all included in the Excel file (see the tab markers at the bottom of the file once it has been opened).
Due to the availability on our Web site of the J-7CSR, we have only provided county offices with one hard copy of the form and instructions. Also enclosed is a list of all school districts that are participating in the program, as well as those charter schools that have applied independent of their sponsoring districts. Please provide a copy of this letter to each participating school district and charter school in your county.
Please note that the form has been modified to allow for the reporting of classes that range in size from 20.45 to 21.84. These classes will be funded at a reduced rate. (See Section VII of the Special Instructions for more information.)

All information regarding the K-3 CSR program is sent via e-mail to a list serve (subscriber's list). Therefore, it is important for all school districts and charter schools that participate in the program to subscribe to the list. County Office staff may also wish to subscribe.
